Dear Thames Valley Police,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Thames Valley Police's handling of my FOI request 'Unlawfully Moored Boats Enforcement Group'.

Thames Valley Police is a member of the Unlawfully Moored Boats Enforcement Group and therefore I would expect it to hold information pertinent to its membership of the Group. You have not given any reason why you are legally exempt from providing me with the information I have requested. Please therefore provide me with all the information that you hold that is relevant to my original request.

A full history of my FOI request and all correspondence is available on the Internet at this address:

1 Further to the denial by the police, correspondence on this matter has been reported in the local independent press between Thames Valley Police and Oxford City Council.
2 The sum of £44,000 is shown in the records of Oxford City Council as having been given to U.M.B.E.G. And Thames Valley Police are listed as a member organisation. Thisso is tax money and so records should exist as to where it has been reported/ will be spent.

Dear P Smith

Reference No: IR2012000014 / RFI2012000225

I write in connection with your email dated 01/04/2012 requesting that
Thames Valley Police reviews its response to your request concerning the
Unlawfully Moored Boats Enforcement Group (UMBEG).

Having considered your request for an internal review I have now had the
opportunity to fully re-examine with the Senior Public Access Manager and
can confirm that Thames Valley Police does not hold the requested
information.

A police officer has attended some of the UMBEG meetings as a
representative, however this is primarily through partnership working and
not as a steering/board member.

Thames Valley Police does not hold a budget or provide any finance to the
group and does not hold recorded information relating to the terms of
reference, the work plan, memoranda of understanding, minutes or
correspondence from UNBEG. This information may be held by John Copley,
Head of Environmental Development, Oxford City Council, or the Environment
Agency who is responsible for enforcing moorings on the Thames and the
British Waterways who enforces regulations on the canal.

If you are not satisfied with this response, you may make application to
the Information Commissioner for a decision on whether the request for
information has been dealt with in accordance with the requirements of the
Freedom of Information Act 2000.

For information on how to make application to the Information
Commissioner, please write to:

Information Commissioner’s Office. Wycliffe House, Water Lane, Wilmslow,
Cheshire, SK9 5AF.

Or visit their website at: [1]www.ico.gov.uk

If you wish to discuss this matter prior to any further action on your
part please contact me.

Yours sincerely,

Malcolm Hopgood | Public Access Manager

Joint Information Management Unit | Hampshire Constabulary & Thames Valley
Police
