University suspensions and expulsions

BBC England Data Unit made this Freedom of Information request to Cardiff University as part of a batch sent to 165 authorities Automatic anti-spam measures are in place for this older request. Please let us know if a further response is expected or if you are having trouble responding.

The request was partially successful.

BBC England Data Unit

Dear Cardiff University,

As a freedom of information request, please provide data regarding students suspended and permanently expelled. Specifically, please provide the following for each academic year from 2012/13 to 2022/23, and so far in the current academic year:
- For each year, the total number of students suspended and the total number expelled
- For each year, the total number suspended split by reason for suspension
- For each year, the total number expelled split by reason for expulsion
- For each year, the number referred to the police.

Please provide such data electronically, ideally as a spreadsheet or table. If data is not available for that entire period, please provide it from the earliest date available till the most recent at the point of production.
Furthermore, if you fear there is a risk that disclosing a specific number could risk identifying an individual, you can instead say “fewer than 5”, or provide a similar range that would give appropriate anonymity.

Yours faithfully,

Jonathan Fagg

InfoRequest, Cardiff University

Dear Jonathan,

I am writing in response to your Freedom of Information request dated 25th
April 2024. I apologise for the delay in providing this information to
you.

For ease of reference, I have reproduced your questions below and set out
our corresponding responses.

As a freedom of information request, please provide data regarding
students suspended and permanently expelled. Specifically, please provide
the following for each academic year from 2012/13 to 2022/23, and so far
in the current academic year:

- For each year, the total number of students suspended and the total
number expelled

- For each year, the total number suspended split by reason for suspension

- For each year, the total number expelled split by reason for expulsion

2013-14 2014-15 2015-16 2016-17
Total 4 4 4 1

Please note that the above cases resulted in permanent exclusion. We do
not hold the reasons for exclusion or information on suspensions.

  2017-18 2018-19 2019-20 2020-21 2021-22 2022-23
Total 1 1 0 3 0 2

The figures above are for permanent exclusions. We do not hold data on the
number of students temporarily suspended. The reasons for expulsion
include sexual misconduct, academic misconduct, firearms and drug
conviction, and historic child sex offences conviction. Under section
40(2) of the Freedom of Information Act 2000 relating to personal
information, I am unable to provide a greater level of detail in relation
to the circumstances of the case and the course the student was enrolled
on. Given the low numbers involved it may be possible to identify
individuals and therefore disclosure of personal information would be
unfair and a breach of the data protection principles.

- For each year, the number referred to the police

We do not hold this information as we do not make reports to the police.
Our Disclosure Response Team supports students to make an informed choice
about whether to report to the police.

I trust this information satisfies your enquiry.  Should you feel
dissatisfied with this response or the way in which your request was
handled you can request an Internal Review. This should be made in writing
within 40 working days of the date of this email. Please provide your
unique reference number of your request, information on why you are
dissatisfied and any detail you would like us to consider as part of the
Internal Review process. Email your request to
[1][email address] where it will be forwarded to the
University’s Data Protection Officer who will be responsible for
overseeing the review. Further information is available on their
website: [2]Make a complaint | ICO.

If you remain dissatisfied following the outcome, you have the right to
apply directly to the Information Commissioner for consideration.  The
Information Commissioner can be contacted at the following address:
Information Commissioner's Office, Wycliffe House, Water Lane, Wilmslow,
Cheshire, SK9 5AF.

I would like to take this opportunity to thank you for your interest in
Cardiff University. If you require further assistance, please feel free to
contact me.

Kind regards,
