University bus service subsidies

Dear Bournemouth University,

I am writing to request information under the Freedom of Information Act 2000.

I would like to know:

1. The subsidies provided by the university, to external bus companies operating university bus routes, for the last 5 complete academic years (2014/15 to 2018/19), broken down by the following where possible:
o Student travel
o University staff travel
o Any other subsidy provided
If the breakdown is not possible, a single subsidy figure for each academic year would be acceptable.

2. The expenditure on, and income from, any university provided bus services, including shuttle buses, for the last 5 complete academic years (2014/15 to 2018/19), broken down by the following where possible:
o Student travel
o University staff travel
o Bus staff salary
o Equipment costs, covering vehicles and facilities
o Any other operating costs
If the breakdown is not possible, a single expenditure and single income figure for each academic year would be acceptable.

3. The number of complaints received by the university regarding university bus services, for the last 5 complete academic years (2014/15 to 2018/19).

If the data is collected in financial years, rather than academic years, please do provide the information in this format, for the last 5 financial years (including 2018-19 if possible), making it clear which format has been used.

We do not collate data on formal UNIBUS service complaints. UNIBUS is a registered public bus service and complaints are formally recorded by the service operator Go South Coast, part of the Go-Ahead group. See https://www.unibuses.co.uk/contact .

We cannot provide the expenditure breakdown as requested because:

1 The subsidies provided by the university, to external bus companies operating university bus routes, for the last 5 complete academic years (2014/15 to 2018/19), broken down by the following where possible:
o Student travel - We pay for a timetabled bus service as a whole where we plan for an estimated number of passengers, passengers are not broken down into student passengers, staff passengers, other passengers. So this data is not available. The service has been effectively subsidised by BU up until the last two years, where the service is now running at a slight surplus (income greater than expenditure).

2 The cost of providing the service is based on passenger demand and passengers are not broken down into students, staff, members of the public. We are therefore unable to provide the expenditure breakdown requested.

3 The UNIBUS incomes from Staff and student bus pass and bus ticket sales. The price of bus passes and tickets are the same for both staff and students so we can't give the break down requested for income.

4 The service provider has a 10 year contract in place with BU. The annual service cost is based on the contract year 1 price, plus an agreed annual inflationary uplift which is calculated through an agreed methodology. Staff salary data is not held.
