Dear Department for Work and Pensions,
Your Ref: FOI2020/01691
Thank you for your reply to my request for all Spotlight guidance relating to Universal Credit. You said that it would cost too much to meet my request.
You suggest that I "consider a shorter time frame such as to the last 6 months on Universal Credit". I would therefore like to request you release all Spotlight guidance issued in the last 6 months.
Yours faithfully,
Charles Ellinson

Dear Department for Work and Pensions,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Department for Work and Pensions's handling of my FOI request 'Universal Credit Spotlight Guidance'.
The reply stated that not all the information would be released as "some of it engages an exemption from disclosure because it relates to the formulation or development of government policy – section 35(1)(a) of the Freedom of Information Act. This exemption protects the private space within which Ministers and their policy advisers can develop policies without the risk of premature disclosure."
My request was for the Spotlight guidance to be released. By its very definition that cannot relate to the "formulation or development of government policy". Guidance is what is produced once policy has been decided and is being acted on.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/u...
Yours faithfully,
Charles Ellinson
