Universal credit and carers premium

Dear Department for Work and Pensions,

I am frequently ringing universal credit as people that seem to be eligible for the carers premium are not in receipt of it. Advisers then tell me that the person is not eligible for it. Carers premium depends on circumstances. My understanding is if the carer is receiving carers allowance and on benefit that they are eligible.
