Unicard - Cost of procurement and complaints
Dear Norfolk County Council,
I have today attempted to submit an application for a disabled persons concessionary bus pass. I have been progressing the matter using the online portal registration service provided by Unicard Ltd.
Clear instructions show me that supporting documentary evidence must be in a PDF format and in file sizes no more than 1mb. I have ensured I have complied with this edict ; however the portal has not accepted my upload of files (sized 836 kb, 220 kb, 338 kb respectively).
The reason I need a bus pass is I have mobility issues and find it astounding in this day and age that an online portal (for which tax payer money will have been spent) is not fit for purpose and will result in my having to make an additional journey to receive my entitlement to a free bus pass.
My FOI request is this:
How many successful applications for a concessionary bus pass have been made through the portal since Jan 2015 (or the inception of the portal whichever is soonest).
How many complaints have been received relating to the portal and its uisefulness or lack thereof since Jan 2015 (of the inception of the portal whichever is soonest).
What is the cost of the contract awarded to Unicard by Norfolk County Council for the provision of developing and maintaining the online portal?

of Information Act 2000 (the Act).

There have been 1545 since January 2015.
You asked:
How many complaints have been received relating to the portal and its
usefulness or lack thereof since Jan 2015 (of the inception of the portal
whichever is soonest).
Our response:
For complaints, a search has been carried out of the formal complaints
database held by the County Council’s Compliments and Complaints Team.
Searches have been carried out using the key words "pass" and “portal” and
revealed one complaint has been recorded in regards to difficulties
applying for a concessionary pass on the NCC online system since January
2015..
You asked:
What is the cost of the contract awarded to Unicard by Norfolk County
Council for the provision of developing and maintaining the online portal?
Our response:
There is an annual support cost of £990, and then a cost per each
transaction through the portal which varies depending on the transaction.
I understand our Customer Service Centre has also been in touch with you
to offer assistance in relation to the issues you raised.
