Underlying data behind the East Oxford LTN report

Dear Oxfordshire County Council,

Please provide me with the underlying data that lies behind the final version of the East Oxford LTN evaluation report, and also its predecessor "snapshot report" from June 2023. I'm particularly interested in receiving data that relates to impacts of the East Oxford LTNs on bus time times (routes 1 and 3, and any other routes sed a a control), traffic volumes, journey times, pollution impacts, cycling and walking changes, etc, plus any control sites.

My data request specifically asks for underlying data, which will not - in itself - be published as part of the East Oxford LTN evaluation, or was previously published in the snapshot report. i.e. the Excel version of a dataset and graphs/tables etc, which may only appear in summary form in the evaluation / snapshot reports. My preference is to receive this data in Excel, at the last stage of processing - i.e. where calculations and in-Excel analyses have already been made.

My request has been deliberately timed for the 20-day limit for responding to this request to coincide with the publication of the East Oxford LTN evaluation report, which normally occurs one week before the LTN decision meeting itself. There should, therefore, be no problem with releasing this data to me at this time, given that the data summarised in the East Oxford LTN evaluation report will already be in the public domain at this point (and, indeed, is already half in the public domain thanks to the publication of the snapshot report): on the contrary, I wish to receive the underlying data around the time of the East Oxford LTN decision, so that I might be able to conduct my own analysis of it, ahead of the East Oxford LTN decision meeting. I argue that the public interest is, therefore, very much in favour of publication of the information I am seeking.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Oxfordshire County Council's handling of my FOI request 'Underlying data behind the East Oxford LTN report'.

You appear to have misunderstood my request, and refused on the basis of costs based on that misunderstanding.

I am not mainly asking for the production of new data. I am asking for data (normally captured in Excel) which the team producing the East Oxford LTN evaluation report have already compiled and analysed. I am asking to receive a copy of this compiled an analysed data, which will be used to generated the published East Oxford LTN report, but is typically more extensive and capable of interdependent analysis - because it's a spreadsheet, not a PDF. The data I am seeking is not normally published.

We have previously had exactly the same debate in relation tot he Cowley LTN underlying data, which you have previously (and eventually) provided me with twice. This correspondence can be found in 19564 EIR (where permission was granted without issue) and 20176 EIR IR where council officially initially dug their heels in and refused, before eventually relenting.

Given that we have had exactly the same discussion before, that your unreasonable refusal is based on a straightforward misreading of my request, and the time sensitivity of my request, I suggest you expedite my complaint, and provide me with the data within one week, ahead of the East Oxford LTN decision. I am minded to complain to the ICO, if I can find reasonable grounds to do so, on your response to my request which spared this request for internal review.
