2.    Overtime hours paid by grade

 

More than 30 million journeys are made across London every day, across all
forms of transport (whether walking, cycling, by road, Tube, train or
bus). TfL relies on its workforce to help ensure that these journeys can
happen reliably and safely. London Underground directly employs staff in a
number of diverse roles – not just customer-facing (e.g. on our stations)
or service delivery roles, but also in maintenance, project delivery, and
planning functions.

 

In some roles, we use overtime to ensure that we can flexibly respond to
changing demands. For example, delivering our capital programme involves
work out of normal business hours for many, and depending on the schedule
of works planned it can involve ‘peaks and troughs’ in the workload. Use
of a limited amount of overtime helps us to deliver this as efficiently as
possible. We continually review our use of overtime as a business as part
of our routine performance reporting, keeping a close eye on the balance
between overtime and our permanent resource levels, to ensure we continue
to operate with value for money for the fare and tax payer in mind.

 

Unfortunately, to provide information on the number of overtime hours paid
by grade would exceed the ‘appropriate limit’ of £450 set by the Freedom
of Information (Appropriate Limit and Fees) Regulations 2004. We are able
to provide a report on how much money is spent on Overtime however we are
not able to report on the amount of Overtime by hours.

 

Under section 12 of the FOI Act, we are not obliged to comply with a
request if we estimate that the cost of determining whether we hold the
information, locating and retrieving it and extracting it from other
information would exceed the appropriate limit. This is calculated at £25
per hour for every hour spent on the activities described.

 

To help bring the cost of responding to your request within the £450
limit, you may wish to consider narrowing its scope so that we can more
easily locate, retrieve and extract the information you are seeking. If
you want to refine your request or make a Freedom of Information Act
request in future, please bear in mind that the Freedom of Information Act
allows you to request recorded information held by Transport for London.
You should identify the information that you want as clearly and concisely
as you can, specifying the types of document that you are looking for. You
might also consider limiting your request to a particular period of time,
geographical area or specific departments of TfL.

 

3.    Staff levels at each station by time, peak and off peak hours.

4.    Minimum staffing numbers by station set by TFL

 

The attached zipfile contains the Business Needs Schematics (BNS) for each
station staffed by London Underground. Due to the size of the file I will
send the second set of BNS in a separate e-mail.

 

The BNS show, for each station, what the minimum staffing levels are -as
defined in each stations Congestion Control Emergency Plan (CCEP) as well
as the number of staff required to cover the customer service (CS)
requirements (the coloured lines) by time of day. The CS requirement
varies by day and time of day and are bespoke to each stations, using data
from various sources (ticketing/gates system, train service requirements,
etc)

 

Where the CS requirement is below the CCEP minimum staffing level, the
latter will always apply. Please note that the minimum staffing levels
only apply to Sub-Surface stations (formerly known as ‘Section 12’). Open
section stations do not have a minimum staffing level.

 

The number of staff actually deployed day-to-day is administered by each
station group, but should broadly follow the BNS and roster.

 

5.    Minimum staffing numbers by station required by law (London Fire
Brigade standards)

 

The legal minimum staffing level for Sub-Surface stations, as laid down by
legislation is ‘2 competent/licensed staff at all times when the station
is open to customers’.
