Dear Transport for London,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Transport for London's handling of my FOI request 'Underground Service Records 29/02/24'.

I do not believe I have been provided with all of the available information. I appreciate this is my first request of this type for a number of years but previous similar requests have included snapshots at various hours of the day showing which trains were not operating and the reasons why. I have become increasingly frustrated by the continued worsening performance of underground services and I feel you are trying to hide the true levels of deterioration and the reasons why.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/u...

Yours faithfully,

Mr. D. Green

FOI, Transport for London

Dear D Green

I am contacting you in relation to your request for an internal review
concerning the response provided to FOI-4483-2324. Following your email of
27 March a review has been carried out by an independent review panel
(‘the panel’) consisting of individuals who were not involved in the
handling of your request.

To confirm, your original request specifically asked for the following -
Please could you provide all available service records for all Underground
lines covering Thursday 29th February 2024?  Ideally these will cover all
trains which didn't operate as planned and the reasons why.

In response to your request you were provided with a zip file which
contained information on Service Operated numbers by line, a list of the
recorded disruptions and explanatory notes of these disruptions all
covering Thursday 29^th February.  As your request did not clearly specify
that you were looking for a particular format of “snapshots at various
hours of the day showing which trains were not operating and the reasons
why”, the panel agree that your request, as it was framed in
FOI-4483-2324, was addressed fully and in accordance with our obligations
under the Freedom of Information Act.

However if you wish to re-submit your request outlining specifically what
it is you are seeking (and if required, for clarity, provide an example of
responses you have previously received as stated) then please do so to
[1][TfL request email] and we will be happy to assist.

I hope the above information provides satisfactory clarification, however
if you are dissatisfied with the internal review actions to date please do
not hesitate to contact me or alternately you can refer the matter to the
independent authority responsible for enforcing the Freedom of Information
Act, at the following address:

Information Commissioner’s Office

Wycliffe House

Water Lane

Wilmslow

Cheshire SK9 5AF

A complaint form is also available on the ICO’s website
([2]www.ico.org.uk).

Yours sincerely
