Dear Mr Coupar-Hennessy,

Thank you for your recent Freedom of Information request. Please find
below the College's response to your questions.

Please could you provide the following information for the last 10 years
of undergraduate application rounds, broken down by year:

- the number of applicants in that year from a/ state comprehensives and
b/ state sixth form colleges in Yorkshire and the Humber

- the number of offers made to those students

- the number of those students who gained entry to the university.

College does not hold a record of the region of applicants’ schools in a
retrievable format. To identify UCAS Centres in Yorkshire and the Humber,
it would be necessary to manually check the school address of all
applicants from the last 10 years where the school country is England. The
College estimates that this would take in excess of 18 hours, exceeding
the appropriate limit. This information is therefore exempt from
disclosure under section 12(1) of the Freedom of Information Act. Section
12 states that “Section 12 (1) does not oblige a public authority to
comply with a request for information if the authority estimates that the
cost of complying with the request would exceed the appropriate limit
(under the Freedom of Information and Data Protection (Appropriate Limit
and Fees) Regulations 2004).”  The appropriate limit is set at 18 hours.

Although we are unable to provide you with the isolated data you have
requested, please see attached a list of 2018 undergraduate applications,
offers & places confirmed, split by UCAS Apply Centre. You are welcome to
review this data and identify centres in Yorkshire and the Humber.

Figures of five or fewer (including zero) have been replaced with an
asterisk. This is because, due to the small numbers involved, individuals
may otherwise be identifiable from the data provided. Information is
exempt from disclosure under the Freedom of Information Act, Section
40(2), if it is personal data and releasing the information would breach
one of the data protection principles contained in the Data Protection Act
2018/General Data Protection Regulations. Statistical information can
amount to personal information if it would be possible to identify the
individual from that information or from that information and other
information that may be available to the recipient of the information.
Where small numbers are involved, the possibility that the receiver might
be able to link the information to an individual is increased. The first
data protection principle requires us to be fair in the way we handle a
person’s information. It would not be regarded as fair to disclose
information that the individual would not reasonably expect to be made
public. Applicants would not expect the information that they have given
us for admissions purposes to be made available to the public. This is a
refusal notice in relation to the personal information aspect of your
request as required by the Freedom of Information Act.

If you are unhappy with the way that we have handled your request, you can
ask us to conduct a review. Please make your representation in writing
within 40 days of the date you received this response. If you remain
dissatisfied with how Imperial College has handled your request you may
then approach the [1]Information Commissioner’s Office.

Kind regards,

Freedom of Information Team
