Dear FOI - Freedom of Information,

how come i would have to pay a levy? would this be to publish the infomation in a article in a newspaper, or to publish it in my university paper?
is this general rule or just for this infomation?
i'm aware it is about minors but it doesnt name any and is very general.

Yours sincerely,
