I can confirm that the information requested is held by Warwickshire County Council. I
have detailed below the information that is being released to you. I apologise for the
delay in supplying this information to yourself. Please see below.
You asked us:
Will you kindly explain why there are masses of uncollected roadwork items that have
been left after roadworks have been collected?
The responsibility for clearing roadwork items which are related to the works that
have been carried out rest with the works promoters. Warwickshire County
Council do check some sites for compliance on a sample inspection basis
generated by street works systems however this a small percentage of the overall
number of works that take place on the public highway. Warwickshire County
Council do not have the resource to check all works that are carried out by
statutory undertakers and others.
Are these signs reused or are taxpayers footing the bill for new items each time?
These signs generally belong to statutory undertakers, contractors, builders,
developers or traffic management companies therefore they do not belong to
WCC. When they are recovered, they will be returned to their owners, so the
taxpayers do contribute to the cost of collecting these items.
Where WCC have identified signs being left out on the highway, that should have
been cleared after works have ended, then we will order the undertaker of the
works to clear these sites asap. If this is not carried out to the satisfaction of
Warwickshire County Council, then a fine can be levied against the works
promotor to do so.
There are literally hundreds of items scattered around Nuneaton and Bedworth (metal
frames, sandbags, signage, and bollards etc.)
If we are made aware of these and the locations, then we will do our utmost to
arrange clearance.
Also I see obsolete notices attached to lamp posts, these need to also be removed in
order to stop the borough declining further. Is there a department which oversees the
removal and if so do they check after a job has been completed?
All obsolete notices relating to traffic regulations such as road closures should
be removed by whomever attached them. If you see redundant notices on street
light columns then please make WCC aware of their location and we will remove
them as required.
