UN 2002 Reports into Child Abuse in Congo, When did Government find out

Dear House of Commons,
I believe the government recently released UN reports dating from 2002 that showed that UN workers were raping children in the Congo from 2002 onwards.

Could you tell me when the government first has written material allegations of these rapes. Did the government have the 2002 reports as far back as 2002. If not why not, are the UN reports not disclosed to the nations of the United Nations?
