ULEZ Statistics

We're waiting for Henry to read recent responses and update the status.

Dear Transport for London,

I am writing to gain information under the freedom of information act on the following:

1. What is the annual revenue for ULEZ since the introduction?
2. What is the annual revenue for ULEZ divided into each constituency of London?
3. What is the cost of implementing ULEZ and clean air zones?
4. Have you seen a reduction in emissions since the implementation? If so by how much?

Yours faithfully,

Henry Smith

FOI, Transport for London

Dear Henry Smith

TfL Ref: FOI-0412-2223

Thank you for your request received by us on 19 May 2022 asking for
information about the Ultra-Low Emission zone (ULEZ).

Your request has been considered in accordance with the requirements of
the Freedom of Information (FOI) Act and our information access policy.

Unfortunately, from the description provided, we are unable to identify
the information you require. Can you please clarify if you are interested
in data from when the ULEZ expanded in October 2021, or from when it first
began in 2008?

In the meantime you may find this report on the expanded ULEZ helpful;
[1]https://www.london.gov.uk/sites/default/...
It evaluates the impact of the newly expanded scheme in its first month.

Please note that the 20 working day deadline for responding to your
request will depend on when we receive satisfactory additional information
to help clarify your request. If we hear nothing further from you by 14
June 2022 your response will be treated as a new request.

In the meantime, if you have any queries or would like to discuss your
request, please do not hesitate to contact me.

Yours sincerely

Dear Mr Smith

TfL Ref: FOI-0412-2223

Thank you for your request received by us on 26 May 2022 asking for
information about the Ultra-Low Emission Zone (ULEZ).

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy.  I can
confirm that we hold some of the information you require. You asked:

 1. What is the annual revenue for ULEZ since the introduction?
 2. What is the annual revenue for ULEZ divided into each constituency of
London?

The ULEZ scheme was launched on 8 April 2019 within the Congestion
Charging zone. The annual statement of accounts for 19/20 & 20/21,
available via [1]https://content.tfl.gov.uk/tfl-annual-re...
- Page 124 and
[2]https://content.tfl.gov.uk/tfl-annual-re... -
Page 145, give the ULEZ income. In accordance with section 21 of the FOI
Act, we are not obliged to supply you with a copy of the requested
information as it is already accessible to you elsewhere.

The 21/22 report and accounts will be published in due course. In
accordance with section 22 of the FOI Act, we are not obliged to supply
you with a copy of the requested information as it is intended for future
publication. The use of this exemption is subject to an assessment of the
public interest in relation to the disclosure of the information
concerned. We recognise the need for openness and transparency by public
authorities and the particular public interest in disclosure of this
information. However in this instance, it is considered that the public
interest favours the publication of this information, in context and
according to the pre-determined schedule, rather than in response to your
request, to ensure the information is provided accurately and in an
accessible manner.

We do not split and record ULEZ revenue by constituency.

 3. What is the cost of implementing ULEZ and clean air zones?

The income and operating costs of the ULEZ scheme that went live in April
2019 has been published in one of our previous FOI responses available via
 [3]https://tfl.gov.uk/corporate/transparenc....

The implementation costs for the expanded ULEZ are currently estimated to
be between £120 million and £130 million. This cost includes improved
access to public transport, staffing and the signs, cameras and back
office systems needed to make the scheme operational. The Mayor and TfL
have sought to deliver the infrastructure needed to operate the scheme in
the most cost-effective way possible.

 4. Have you seen a reduction in emissions since the implementation? If so
by how much?

Please see the ULEZ ten month report which covers the first 10 months of
the central ULEZ and includes information on emissions’ reductions -
[4]https://www.london.gov.uk/WHAT-WE-DO/env....

Additional information in response to this part of your request is being
withheld under section 22 of the FOI Act. Section 22 provides an exemption
to the release of information where it is due for publication at some
future date and where, in all the circumstances of the case, it is
reasonable to withhold it until publication.

In this instance information on emissions’ reduction will be included in
the forthcoming report on the first six months of operations of the
expanded ULEZ which was introduced in October 2021, which will be
published in July.

The use of this exemption is subject to an assessment of the public
interest in relation to the disclosure of the information concerned. We
recognise the need for openness and transparency by public authorities and
the particular public interest in disclosure of this information. However
in this instance, it is considered that the public interest favours the
publication of this information, in context and according to the
pre-determined schedule, rather than in response to your request, to
ensure the information is provided accurately and in an accessible manner.

If this is not the information you are looking for, or if you are unable
to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to
appeal as well as information on copyright and what to do if you would
like to re-use any of the information we have disclosed.

Yours sincerely
