The request was successful.

Dear The UK Foundation Programme Office,

Recently, the UKFPO has stated that "additional degrees and publications [will] be removed from the process for UKFPO 2023".

What date was this decision made?

Was it discussed how this change would impact students in the 20/21 academic year who are currently intercalating who were under the impression that their degree would count towards their UKFP application in 2023?

Which stakeholders were consulted about this change? (E.g. medical students, junior doctors, deans, etc).

What is the intention of this change? (E.g. widening access, removing wasteful research, etc)

Who had final sign-off on this decision internally?

Are there new criteria being added that can score points in 2023 or for later years?

Yours faithfully,
Alex

FOIA, The UK Foundation Programme Office

Dear Alex,

We refer to your email of 8^th December 2020 requesting information held
by Health Education England (HEE) regarding the UKFPO decision to remove
additional degrees and publications from the process for UKFPO 2023.

HEE can confirm in accordance with S.1 (1) of the Freedom of Information
Act 2000 (FOIA) that we do hold the information that you have requested.

I have addressed each of your questions in turn:

What date was this decision made?

The decision to remove the EA score was made in February 2020. The
decision in relation to timeline was confirmed in November 2020.

Was it discussed how this change would impact students in the 20/21
academic year who are currently intercalating who were under the
impression that their degree would count towards their UKFP application in
2023?

The impact on students was discussed. The primary motivator for
undertaking an additional qualification should arguably be much more
far-reaching and a matter of personal choice.

Which stakeholders were consulted about this change? (E.g. medical
students, junior doctors, deans, etc).

This was explored at length by the national Recruitment Delivery Group
(RDG), which includes representatives from medical schools, Medical
Schools Council and the British Medical Association (BMA), including a
student representative. This was then discussed by all four-nation board
representatives as well.

What is the intention of this change? (E.g. widening access, removing
wasteful research, etc)

To ensure a fair and consistent process and to avoid the potential for
disadvantaging applicants from widening participation backgrounds. Entry
to foundation training does not require an additional qualification or
publication.

Who had final sign-off on this decision internally?

The UKFP Board and Medical and Dental Recruitment and Selection (MDRS)
Programme Board, both of which include representatives from the BMA and
all four nation health education organisations.

Are there new criteria being added that can score points in 2023 or for
later years?

No – the application score will consist of the academic decile and the SJT
scores. Additional qualifications can of course be included as part of the
application process for Academic Foundation Programmes (AFP) and for
applications to specialty training.

We hope that this information is of use. If you are dissatisfied with the
way in which we have dealt with your request you can ask us to review our
decision by writing to:
