UK Shared Prosperity Fund & Levelling Up

We're waiting for Billy Briggs to read recent responses and update the status.

Dear FOI team,

I wish to request information under the FOISA 2002.

My request is with regards to funding you've been allocated from the UK Government’s Shared Prosperity Fund. My questions are -

1 - How much have you been allocated in total from the above fund?

2 - Is this amount less than you would have received from the EU? If so, how much is the shortfall please?

3 - How will this shortfall, if applicable, impact your projects/spending/services? eg Will any projects and/or services have to end due to this shortfall? If so, can you provide details of each project/service negatively impacted please.

4 - Can you provide any correspondence and communications with the UK Government regarding the UK Shared Prosperity Fund & Levelling Up please.

***I define “correspondence and communications” as including (but not limited to) the following:

- Emails (and their attachments)
- Letters
- Memos
- Briefings
- Research documents
- Notes taken during telephone conversations
- Minutes taken during meetings/invitations

Good Morning Mr Briggs,

Re: FOI request (ticket ref [1]2022041927000947), please see responses
below , in red.

1 - How much have you been allocated in total from the above fund?

£2.345m.

2 - Is this amount less than you would have received from the EU? If so,
how much
is the shortfall please?

The above sum is for three years. EU funds were in seven-year cycles and
also included Rural Development Fund and Fisheries. UK SPF does not.
£6.786.5m EU funds were received  directly. This does not include any
other indirect EU interventions, e.g., Funds administered by S Govt
Directorates and other public bodies, but these are minimal amounts.   

3 - How will this shortfall, if applicable, impact your
projects/spending/services? e.g., Will any projects and/or services have
to end due
to this shortfall? If so, can you provide details of each project/service
negatively impacted please.

As required by UK Govt we will be developing a Local Investment Plan
within the financial envelope.  
 
There are other external funds, e.g., Levelling Up Fund.
 

4 - Can you provide any correspondence and communications with the UK
Government
regarding the UK Shared Prosperity Fund & Levelling Up please.

The UK SPF prospectus is the first thing we have had from UK Govt on the
UK SPF.  A bid to the Levelling Up Fund was not submitted in the  first
round although it is  intended to do so at the forthcoming round in July
2022.

There have been  frequent reports  on the UK SPF and these are available
 on our website – Committees (Policy and Resources).

 

If you are dissatisfied with this response you can request the Comhairle
to review this response to your request for information. You have 40
working days from the date of receipt of this response in which to lodge
this request for review. A request for review must be processed in
accordance with Part 1 of the Freedom of Information (Scotland) Act 2002,
must be in writing, describe your original request and explain why you are
dissatisfied. An application for review should be sent to Legal Services
Manager, Comhairle nan Eilean Siar, Council Offices, Sandwick Road,
Stornoway, Isle of Lewis HS1 2BW ([2][email address]). A
request for review lodged with the Legal Services Manager must be
processed promptly and in any event within 20 working days of receipt.

Should you remain dissatisfied after completion of the review process you
may, within 6 months, apply to the Scottish Information Commissioner,
Kinburn Castle, Doubledykes Road, St Andrews, Fife, KY16 9DS, to establish
whether your request for information has been processed in accordance with
Part 1 of the Freedom of Information (Scotland) Act 2002. You may also
request an appeal through the Commissioner\'s online appeal service which
is available 24/7 and offers requesters real time help and advice about

dissatisfied after the conclusion of an application to the Scottish
Information Commissioner you have the right to appeal to the Court of
Session on a point of law.
