UK policy on Leap Seconds

Dear Department for Business, Innovation and Skills,

I have a question arising from the Report of the 18th meeting of the Consultative Committee for Time and Frequency of the Bureau International des Poids et Mesures, available online at <http://www.bipm.org/utils/common/pdf/CCT...>. Section 8 reports their discussion about the proposed redefinition of Coordinated Universal Time, in particular draft recommendation TF.460-7 prepared by Working Party 7A of the ITU-R which proposes to abolish the use of leap seconds in UTC.

I note that Dr P. Gill of the National Physical Laboratory expressed the UK Government's opposition to ITU-R draft recommendation TF.460-7.

Please would you provide me with copies of all documents you have regarding the government's policy towards UTC and leap seconds.

Dear Tony,

Thank you for your request addressed to Department for Business,
Innovation and Skills for information about UTC and leap seconds. The FOI
unit at the Department for Business, Innovation and Skills has passed the
request on to the National Measurement Office as we have the records
relating to this request and they do not. I have asked WhatDoTheyKnow
whether your request can be transferred to NMO so that the answer is
displayed under the correct public body, but they have not yet replied. I
have also asked them to correct our name on the site as Measurement is
shown with an 's` on the end which is incorrect.

Your request was received on 16^th February 2011 and I am dealing with it
under the terms of the Freedom of Information Act 2000.

Further to your request for information about UTC and leap seconds, I have
now searched our electronic records system and have found 2 records which
detail the government's policy towards UTC and leap seconds. These are
attached.

If you are unhappy with the service you have received in relation to your
request and wish to make a complaint or request a review of our decision,
you should write to me so that a review procedure can be put in place.
Please note that I will be on annual leave next week and Oliver Lashbrook

If you are not content with the outcome of your complaint, you may apply
directly to the Information Commissioner for a decision. Generally, the
ICO cannot make a decision unless you have exhausted the complaints

I am interested by the first paragraph of the "UK Contribution to the discussion on the future of the UTC time scale" dated 27/28 October 2005.

Is it possible to get a list of the appropriate departments, official bodies and agencies, and the representative bodies concerned with navigation and with astronomy?

And is it possible to get copies of their replies to the consultation?
