UK Police do not have Disclosure and Barring Service (CRB) checks and employed a convicted paedophile PCSO.

Peter Danby made this Freedom of Information request to Devon and Cornwall Police and Crime Commissioner

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

Dear Devon and Cornwall Police and Crime Commissioner,

In 2003 Devon and Cornwall police employed a convicted paedophile PCSO Peter Bunyan till 2013.

It has been documented via the Briton paper that PCSO Peter Bunyan did not have a CRB check, even though he was employed from 2003 till 2013.

1 ) Why are Devon and Cornwall police apologising for Peter Bunyan not having a CRB disclosure, when they don't have them ? ( i realise you do in-house checks ). Why are Devon and Cornwall police lying to the press ?

2) Why was Peter Bunyan not picked up on the Police National Computer for his crimes via an in-house check ?

3) Why was his employment not reviewed during his time as a PCSO and complaints not taken seriously ?

4) Why were the complaints from his colleagues not thoroughly checked up on ?
Devon and Cornwall Police have confirmed that the force never ran a Criminal Records Bureau (CRB) check on former PCSO Peter Bunyan, who has been jailed for raping young children. A former PCSO colleague who revealed the fact has also claimed that a host of allegations made against him were swept under the rug........

Dear Mr Danby

You have requested information under the Freedom of Information Act. The Act only covers recorded information that we hold, and we are not obliged to make up an answer or find out information from elsewhere. We do not hold the information that you have requested.

I would refer you to the information contained on the following website should you have any further queries about our obligations under the FOI Act. https://ico.org.uk/for-organisations/gui...

You are correct in stating that the questions you have submitted do not fall within the remit of a Police and Crime Commissioner.

The following is a link to the Independent Police Complaints Commission which is responsible for carrying out investigations into serious incidents and complaints involving the police.
https://www.ipcc.gov.uk/sites/default/fi...

I have carried out a brief internet search and found the following press release which states that the Independent Police Complaints Commission has carried out a managed investigation into this matter, following a referral to them by the Police Professional Standards Department. https://www.ipcc.gov.uk/cy/node/20283. I would therefore advise that you contact the Independent Police Complaints Commission and / or the Devon and Cornwall Police Professional Standards Department who may hold information relevant to your request. With your permission I can transfer your request to either or both of them.

In response to your questions about the remit of police and crime commissioners, there is a wealth of information published on the Internet, I have provided a link to assist you.

Dear Devon and Cornwall Police and Crime Commissioner,

I asked you what is your remit, and is it the same as other police and crime commissioners ? Does this fall within your remit ?

regards,

peter danby and associates

Dear Devon and Cornwall Police and Crime Commissioner,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Devon and Cornwall Police and Crime Commissioner's handling of my FOI request 'UK Police do not have Disclosure and Barring Service (CRB) checks and employed a convicted paedophile PCSO.'.

You refused to answer these serious FOI questions which fall within your remit and ask that you follow procedures in a timely manner with accordance of the said office of Police and Crime Commissioner's remit.....

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/u...
