UASC Reform, Minutes and emails to and from Steve Liddicott of Croydon Council (20/03/9)

Waiting for an internal review by Croydon Borough Council of their handling of this request.

Dear Sir or Madam,

Can you please send me an electronic copy of:

1) All the emails to and from Steve Liddicott of Croydon Council and anyone within and representing the UKBA UASC Reform Programme and the LGA UASC Reform Steering Group, over the past 12 months.

1.1 Including attachments

2) Copies of any Minutes of meetings held, in connection with the UKBA UASC Reform Programme and The LGA UASC Reform Steering Group

Please ensure that any of your general correspondence,
acknowledgments or holding letters etc are included or
cut-and-pasted into the body of the email messages, using plain text, rather than as attachments. As this will mean your correspondence is much easier to access, read and respond to.

Accessibility:

When providing any information disclosures please provide it in the original unrestricted format such as:

a. MS Word .doc or Rich Text Text .rtf format or equivalent

b. Plain text .txt format
(suitable for the text/body of emails)

c.Spreadsheets in MS Excel .xls format or equivalent

d.Presentations in MS Powerpoint .ppt format or equivalent

or converted to Portable Document Format (PDF), ONLY if none of the above formats are available

if you only have a paper version (hard copy) available, please provide a Digital Photo Copier Scanned version in PDF format.

Please ensure any electronic disclosures are absolutely free of any Document Restrictions and Encryption or Passwords, as this is likely to render them less usable on a general basis and more specifically, inaccessible to Assistive Technology.

Providing correspondence and disclosed information via these means will also help ensure that text based information is accessible for use with a Screen Reader or a Magnifier for none text based information. <http://en.wikipedia.org/wiki/Screen_reader>

Yours faithfully,

Cassidy, J

Dear Sir or Madam,

With regards point 1 and 1.2, this also includes any emails and attachments sent via the Carbon Copy (CC) and Blind Carbon Copy (BCC) facilities, not just the To and From field/functions of email messages.

Yours sincerely,

Cassidy, J

Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Croydon Borough Council's handling of my FOI request 'UASC Reform, Minutes and emails to and from Steve Liddicott of Croydon Council (20/03/9)'.

Derby, James,

Dear Sir/Madam

Thank you for your request for internal review of your freedom of
information request. I can only apologise that you have not had a
response to your request. This delay is due to the fact that the officer
who had lead responsibility for the consultation with the Home Office is
no longer with the Council. As we want to provide you with all documents
held by the council (subject to exemptions) we have been making efforts
to have access to his email inbox which we now have.

We hope to print the documents relating to your request and consider
disclosure of these documents as permitted under the Freedom of
Information Act.

We hope to respond to your request within the next week or so.

Regards

Dear Derby, James,

Thank you for your response, do you mean to say that Steve Liddicott is no longer with the Council?

Can you please give me a deadline date when I can expect any disclosures to me made?

You also mention printing out the information. As I requested disclosures to me made available in the original format I expect any disclosures be sent to me simply as forwarded emails inclusive of attachments, which should present no technical problems to yourselves and will ensure the disclosures are fully accessible to me stated needs IE:

Dear Derby, James,

Further to my email 2 weeks ago, can you advise of a deadline date you intend to disclose the information I have requested?

If you need to redact text elements of any disclosure can you please ensure that the rest of text based information remains accessible to a Screen Reader. <http://en.wikipedia.org/wiki/Screen_reader>

I suggest you redact thus:

Replace any sensitive text with the term [redacted] therefore
removing any text/information you wish to exempt. Then use the file
document function to:

'select all' and 'copy'

then open a new text document and paste all the amended text into
this new document and save it.

This suggested process should enable your needs and mine to be met
and I do consider it quite practicable within the meaning of
Section 11 of the Freedom of Information Act.

Similar ideas are discussed at:

https://ecf.cand.uscourts.gov/cand/faq/t...

You can also have redaction functions added to word processing software, such as:

http://office.microsoft.com/en-us/assist...
Free add-onhttp://www.microsoft.com/downloads/detai...

Plus a further suggestion:

Conversion to a different format (from MS Word's .doc to plain
text, for instance)

http://209.85.229.132/search?q=cache:U63...

Providing disclosed information via these means will help ensure that text based information is accessible for use with a Screen Reader or a Magnifier for none text based information and will prevent any further and separate representations under the Disability Discrimination Act. If you are unable to meet these reasonably practicable accessibility requests please state why and provide a copy of any internal information, such as a policy relied upon that would explain such a decision.

Yours sincerely,

Cassidy, J

Dear Derby, James,

Can you provide me with an update, concerning my information request, I have not heard from you since your last letter of 23 April 2009.

Over one month has now elapsed since I got any feedback on my request.

"As we want to provide you with all documents
held by the council (subject to exemptions) we have been making efforts
to have access to his email inbox which we now have. "

Dear Derby, James,

RE: UASC Reform, Minutes and emails to and from Steve Liddicott of Croydon Council (20/03/9)
http://www.whatdotheyknow.com/request/ua...

Can you advise when you expect to be able to make a response to my request, as made in March 2009?

You sent an email in April that promised a response in a week or so?

"We hope to respond to your request within the next week or so."

Due to Croydon Borough Council's tardy response please pass this email on to the person who conducts Freedom of Information reviews. On the basis that no information has been provided and no request for additional time or the need to consider any public interest has been made.

I am writing to request an internal review of Croydon Borough Council's handling of my FOI request 'UASC Reform, Minutes and emails to and from Steve Liddicott of Croydon Council (20/03/9)'.

Further to your response(http://www.whatdotheyknow.com/request/95...), I am unsure whether you are actually responding to the correct information request shown at: http://www.whatdotheyknow.com/request/ua...

I cannot decipher from your email whether you have addressed information request 1, 1.1 and 2 as quoted below:

"1) All the emails to and from Steve Liddicott of Croydon Council
and anyone within and representing the UKBA UASC Reform Programme
and the LGA UASC Reform Steering Group, over the past 12 months.

1.1 Including attachments

2) Copies of any Minutes of meetings held, in connection with the
UKBA UASC Reform Programme and The LGA UASC Reform Steering Group

Please ensure that any of your general correspondence,
acknowledgments or holding letters etc are included or
cut-and-pasted into the body of the email messages, using plain
text, rather than as attachments. As this will mean your
correspondence is much easier to access, read and respond to."
http://www.whatdotheyknow.com/request/ua...

Your practice of not allocating any reference number to any correspondence may have facilitated this ambiguity.

To stop this vagueness can you confirm that you have fully responded to the requested quoted above?

Please arrange for an internal review of your decision not to provide any information in connection with the request shown at:

http://www.whatdotheyknow.com/request/ua...

I consider your response relates to a different information request and therefore it is unsatisfactory.

Organisations like London Councils, which is not a Public Authority, seem to have little problem disclosing information similar to what I have requested, you can see what I mean at:
