U-Pay Prepayment Scheme Requirements

I write as a follow-up request from 25/2/24.
Regarding the College's U-Pay Prepayment scheme,
1. Could a student, with no dietary requirements, opt out if they were unhappy with the prepayment scheme?
2. Is there any legal duty for a student to pay towards the prepayment scheme? Is this covered anywhere in the College Code of Conduct?
3. What is the reason behind the prepayment scheme? In many other colleges, U-Pay is simply topped up to the max prepayment, rather than simply cleared entirely.

Please find our answers below.
1. Could a student, with no dietary requirements, opt out if they were unhappy with the prepayment scheme?
No, not unless exempt through the means described (medical, religious, absence) in our first response, attached here for your reference.
2. Is there any legal duty for a student to pay towards the prepayment scheme? Is this covered anywhere in the College Code of Conduct?
The Student Administrative Handbook outlines the requirement to participate in the prepayment scheme.
3. What is the reason behind the prepayment scheme? In many other colleges, U-Pay is simply topped up to the max prepayment, rather than simply cleared entirely.
The College's Governing Body approved the Pre-Payment Scheme in the academic year 2020-2021. The stated purpose was threefold:
a) to encourage community living by enabling students to dine together more often in College b) to make it easy for students to access healthy food during their time at College and c) to maintain the College Catering operation in a financially viable way.

1. Are there any official minutes of this meeting? Please could you provide copies of them.
2. Who was in attendance of the meeting? Did all members of the Governing Body attend, or was this carried out by a select committee?
3. Did stakeholders have a unanimous approval of the scheme?
4. What information, if any, was collected to support the fact that the scheme would significantly contribute "to maintain the College Catering operation in a financially viable way"?
