Dear Warrington Borough Transport,

Could you please provide me with the approximate running cost per mile of a double decker bus i.e. cost per mile taking into account fuel, MOT, cost of driver, depreciation, servicing and your profit margin etc.

In addition can you tell me how much you charge WBC for providing school bus services to substantiate their claim that the cost of providing a school bus pass is more than £353 , when your own 24/7 touch and go pass is substantially less at £275.

Further to your request for a Freedom of Information release of certain information (as detailed in your E-mail below), I regret to inform you that as a private company, we do not have to comply with the relevant legislation, particularly when asked to release commercially sensitive information that could be of benefit to our competitors.

Tender prices for operating School Bus services are available in the public domain, and should be from Warrington Borough Council (Specialist Transport Services section), to whom you should address your request for information.

The response by Network Warrington on 26th October is, as I understand it incorrect.

Network Warrington is a wholly owned subsidiary of Warrington Borough Council. The Information Commissioner’s web page

says (inter alia) that..

Q: Who can I request information from?
The Freedom of Information Act, Environmental Information Regulations and INSPIRE Regulations apply to public authorities and companies wholly owned by public authorities in England, Wales and Northern Ireland. These include government departments, local authorities, schools and universities, NHS, GPs and dentists, police forces and health authorities.

Which seems quite clear. i.e. Network Warrington, being wholly owned by Warrington Borough Council is ipso facto a company to which the act applies.
