Dear Flintshire Council,

Under the Freedom of Information Act 2000, please provide copies of
all:
A) standing orders
B) policies
C) discussions (emails / memos)

relating to the following:

1) filming of council meetings
2) tweeting at council meetings
3) blogging of council meetings

In respect of this request, "council meeting" shall refer to
meetings of the full council, cabinet & committee meetings where
members of the public are permitted to attend. It shall not include
any meetings (or part of) where the public are not permitted to
attend (e.g. closed sessions.)

If answers to part of this request are already published in a
public place, please provide links to the location where they can
be accessed online by persons not residing within Flintshire
County Council.

If some parts of this request are easier to answer than others,
please provide the easiest parts first rather than hold up the
entire request.

I would prefer to receive your response in electronic format.

If you decide to withhold some of the information requested using
exemptions in the FOIA, please inform me which exemptions you have
used.

If you need clarification of any of the points in this request,

Dear Mr Griffiths

Thank you for your recent Freedom of Information request relating to
filming, tweeting and blogging at Council meetings.

In response to your request, I would like to direct you to the following
policy which is an Extract from the " Access to Procedure Rules from the
Council's Constitution":

3. RIGHTS TO ATTEND MEETINGS
Members of the public may attend all meetings subject only to the
exceptions
in these rules. The right to attend meetings does not extend to taking
photographs or the making of video or audio transmissions or recordings
without consent. The right to attend meetings is subject to the Council's
right
to exclude persons if their conduct is disorderly or if they misbehave at
the
meeting. The Press may attend that part of any meeting open to the
public.)

If you believe the council has not dealt with your request to your
satisfaction, the complaints procedure below provides a way for your
request to be reconsidered by a senior officer not previously involved in
processing your request.

Freedom of Information Act: Complaints Procedure

This procedure is exclusively for dealing with complaints in relation to
the operation of the Freedom of Information Act (FOIA) within the
Council.

Where you are dissatisfied with the way that any request for information
has been dealt with and you have been unable to obtain satisfaction
through discussion with the Officer dealing with the matter then you are
encouraged to use this procedure.

1. Your complaint should be made in writing addressed to the Information
Act Complaints Officer, Legal and Democratic Services Department, County
Hall, Mold or by e-mail to [1][Flintshire Council request email] giving full details of
the complaint.

2. A written acknowledgement will be sent and the complaint referred to a
Directorate Information Act Complaints Officer to investigate and review
the original response to your request and respond in writing within 14
working days. This person should not have been involved in the processing
of your original application which is the subject of your complaint and
will be a Senior Officer.

3. Where your complaint is a complex one (for example involving the
applicability of a qualified exemption) it may not be possible to deal
with it within the above timescales. In such a situation a progress report
will be sent within the above timescales.

4. If you remain dissatisfied after the above procedure you may wish to
make an application to the Information Commissioner under Section 50 of
the Freedom of Information Act that the Council has not dealt with your
request for information properly. The Information Commissioner's office is
at: Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.
