Dear British Broadcasting Corporation,

I am making this request for information in accordance with the terms of section 1 of the Freedom of Information Act 2000.

The BBC has just provided a partial response to me in RFI20170231.

The BBC claimed it was unable to provide a response to point 1 of that request because it was too broad in scope. This request is intended to narrow the scope.

Please provide the following information:
- All correspondence between either Pipa Doubtfire (BBC Head of Revenue Management) or Sian Healey (Head of Communications & Policy, BBC TV Licensing Management Team) and Capita Business Services Ltd that relates to the reliability of the TV Licensing website. In particular, I am seeking any correspondence that mentions any malfunction/downtime of the TV Licensing website.

Please interpret "Capita Business Services Ltd" as meaning any Capita employee acting on behalf of the BBC as Licensing Authority.

As in my previous request, please confine your search to relevant information produced/held by the BBC since 1st January 2015.

I look forward to a timely and concise response, in accordance with the requirements of the Act.

"The Requester might be a cyber criminal" Not really saying that, BUT,........
Just a waste of time asking the BBC anything under FOI these days! Always a lame excuse not to answer.

I am writing to request an internal review of British Broadcasting Corporation's handling of my FOI request 'TV Licensing Website (Take 2)' (RFI20170365).

The BBC has refused to provide the requested information on the basis that it might be of use to computer hackers or others wishing to disrupt TV Licensing web services.

I consider it unlikely that the correspondence requested would include any technical information that would be of benefit to computer hackers. It is likely, however, that the correspondence requested will show that Capita is failing in its contractual obligation to maintain the TV Licensing website to the required standard. That is more likely to be the genuine reason for the BBC's refusal.
