I am making this request under section 1 of the Freedom of Information Act 2000.

I am led to believe that TV Licensing visiting officers, employed by the BBC's TV Licensing operations contractor Capita Business Services Ltd, have been issued with letters purporting their "key worker" status during the ongoing coronavirus restrictions.

Given that the BBC, as statutory Television Licensing Authority, retains full legal responsibility for all aspect of TV licence enforcement and administration, I consider it likely that the BBC has endorsed and approved such letters. Certainly Capita itself is in no legal position to purport the "key worker" status of its employees.

Please provide a copy of the letter in question.

Please interpret "TV Licensing visiting officer" as including any Capita employee, acting on behalf of the BBC, making TV licence enquiries at residential or business addresses.

In accordance with section 11 of the Act, I require your response to be delivered in electronic format to the return email address associated with this request.
