Dear Simon Pickard,

Thank you for your email on 17th Feb regarding my FOI request. Unfortunately it appears that my original request has misled you, as I am not requesting information on every letter/email you send to TV License holders and non-holders. To clarify my request I have reworded it as follows, which hopefully is clear enough for you to provide useful information.

Scenario :

An address holds a full, valid, colour, TV license (current cost £145.50). This license is due for renewal on 1st January each year. TV Licensing will send requests for renewal payment in the period leading up to the renewal date. For each request issued by TV Licensing (up to, and including the renewal date) please provide :

For the years 2016, 2015, 2014 :

1. A copy of each request sent (either by email or letter);

2. The date each request is sent e.g 1 month before renewal date, 1 week before renewal, 1 day before renewal date.

3. Where a change in any request text has been made for either 2015 or 2016 please also provide the date each change was authorised.

4. Please provide the number of people from 'the BBC TV Licensing Management Team' involved in the 'discussions leading up to the final approval of letters'.

I believe this revised request should not require you to provide me with no more than 4 or 5 copies of specific letters/emails for each of the requested years, not the 'hundreds of variations' that you indicate. Also, if you still believe that this request will exceed the £450 cost limit please provide as much information as possible up to the cost limit in the priority order of Q1 first, then Q2, Q3, Q4, and working backwards chronologically from 2016 first.

Dear FOI Enquiries,

I am still waiting for the result of your internal review (IR2017029). I requested this review on 21st March 2017. You eventually responded to me on 19th April 2017, acknowledging my request and providing me with your IR reference as above.

Therefore, in practical terms I have been waiting over 2 months for you to provide me with any information about my internal review request. This is ironic, considering my internal review request was as a result of your lack of communication to me over my original FOI request.

As you stated, the ICO provides guidance that you should normally respond within 20 working days to both FOI requests and internal review requests. More importantly it also suggests that if you cannot meet the guidelines timescale you should communicate this to the requester, within the suggested 20 working days. As seems to be symptomatic to my original request you have, yet again, failed to comply with these guidelines.

Please provide me with at least some useful information as to the status of this internal review or, better still, provide me with the result of your review.

I find your lack of communication to me on this matter to be frustrating, to say the least. I am also not prepared to continue to prod and prompt you into performing your legal duty under the FOI Act. Therefore please provide me with some useful information by the end of 26th May 2017. If no information is forthcoming by then I will be reporting this matter to the ICO for them to investigate your apparent lack of concern for your legal duty.

Following your correspondence of 23 May 2017, the BBC reviewed your internal review request reference IR2017029 / RFI20170173.

The BBC understood your email of 19 April 2017 to be a request to withdraw your internal review request for this matter. The BBC acknowledged your email of 20 April 2017 and closed your review on our system.
