In your response to RFI20161381, "TV Licensing and the Consent of Householders", you stated that the BBC held no information pertaining to Consent in this context, and that the statement(s) to which I referred were intended to mean that the BBC Trust does not regard as problematic, "a search conducted with the agreement of the occupier of premises...".

Please could you therefore provide:-

1. Any current policy document(s) that would assist a member of the Public understand current BBC Policy as to what "agreement" means in this context?

2. Any current training material provided to TV Licensing operatives on the matter, including recommended/mandated forms of words, and minimum responses required before concluding that agreement has been obtained.

I am writing to request an internal review of British Broadcasting Corporation's handling of my FOI request 'TV Licensing and the Agreement of Householders'.

I asked the BBC for information pertaining to the "agreement" to enter homes that it says it seeks from Householders. This term originated in a previous FOI response in which the BBC stated that it held no information about the term "consensual" in this context, which itself originated in a letter sent by the BBC Trust to my MP in response to a question about how the BBC addressed the requirements of Article 8 of the Human Rights Act in the context of its Home Search process.

The fundamental question as to the relationship between the BBC's as yet undisclosed process detail and the Human Rights of Citizens remains outstanding. That the BBC would resort to "hunt the missing word" tactics in order to continue to withhold this information is unacceptable.

Please can you review the BBC's decision-making in this matter and release the requested information.
