TV licence number format

The request was refused by British Broadcasting Corporation.

Dear British Broadcasting Corporation,

I have a number of questions about the format of the 10-digit "TV licence number" that appears on TV licences.

1. Are there any restrictions in the possible numerals that can make up each digit of the TV licence number? (E.g. that the first digit can be only a numeral from 1–4, etc.) And if so—what are these restrictions?

2. Are any of the 10 digits of the TV licence number a "check digit"?

And if so—

3. Which digit is the check digit?

4. What is the formula for calculating the check digit from the other digits of the TV licence number?

Yours faithfully,

Jeremy Hilton

Judging from the response, it does seem that:

1. There is no restriction on the format of the licence number, so presumably it can be anything from 0000000000–9999999999.

2. There is indeed a check digit. (But the BBC won't reveal any more information about it.)
