Turkish licence holder also has a provisional UK driving licence
Dear Driver and Vehicle Licensing Agency,
I am an insurance fraud investigator and am currently dealing with an incident involving a Turkish national who came to the UK in November 2015 and is the holder of a full Turkish driving licence (which enables him to drive in the UK for one year). In August 2016 he obtained a UK provisional driving licence which he now holds as well as his Turkish full licence.
In September 2016 he was involved in a road traffic collision whilst he was not supervised and was not displaying 'L' plates and presented to me his Turkish licence.
My question is: does his provisional UK driving licence take priority in the UK over his Turkish licence or does the fact that he has not been a resident here for 12 months still permit him to use that licence even though he now has a UK provisional licence as well?

Dear Mr Haigh,
New residents may drive here on the strength of a valid non-EC/EEA driving
licence or IDP for a period of 12 months from the date he takes up
residence here. This is provided for in British law through Sections 87
and 88 (5)(b) of the Road Traffic Act 1988 and Regulation 80 of the Motor
Vehicles (Driving Licences) Regulations 1999. To ensure continuous
driving entitlement beyond that 12-month period a full British driving
licence must be obtained, either by way of exchange of a designated
country licence or by passing a British driving test.
In order to be eligible to take a driving test in Great Britain a driver
will need to hold a British provisional driving licence but their national
driving licence or IDP will still be valid as a full licence until they go
over the 12 month period allowed in law.
To take a driving test in Great Britain a driver must also be resident.
