This is a freedom of information request regarding a designation that was made by your authority on 5th August 2011 for selective licensing in two areas of Tunstall.

The designation notice stated that the two schemes were to cease on 5th November 2016 almost two years ago.

Could you please provide me with a comprehensive costed and verified income and expenditure statement for the combined projects in electronic form.

I would prefer if possible to receive the information as laid out in the chartered institute of public finance and accountancies (CIPFA) toolkit which you should be familiar with and which potentially was used at the outset in preparing your estimates for these schemes.

If you are able to provide the information in that format it should allow you to release the
project expenditure as follows ;-

(1) PROJECT SET UP AND EXIT COSTS
(A) For employees by grade and spinal point allowing for direct and indirect employee
costs including training, advertising, ppe, recruitment and initial consultation costs.
(B) Central office costs-rent,rates,heating,insurance etc .
(C) Transport related costs -car allowance,mileage payments , maintenance etc
(D) Printing , stationery landline, mobiles,computer hardware/software.
(E) Support services-finance,IT, Human resources, legal,procurement,corporate services,
employee and other insurances.
(F) Total set up and exit costs (minimum information sought for set up and exit costs).

(2) ANNUAL OPERATING COSTS- split as (1) (A-E as above)
(A) All employee operating costs which should show each individuals grade and spinal
point, basic salary in each financial year, the addition applied for both NI and
non-contributory pension payments (along with the percentage added to cover other
annual operating costs as ((1A-E)) if not shown separately).
Please advise separately of any self-employed ,overtime or further consultancy
fees incurred throughout the operation of the schemes.

(B) A productive hours analysis for each grade commencing at 52 weeks per annum with
deductions clearly shown for agreed holidays, bank holidays and either actual or
average sick days. The analysis should make allowance for other non-productive
days,meetings,training,abortive visits etc.

(3) QUANTITY OF PERSONNEL -
Please indicate the full or partial number or percentage of employees of each grade
utilised on the project including complementary measures for each separate year the
schemes were in operation. Please detail which members undertook each task from
receiving a licence application to completion of the process.

(4) SUMMARY OF ANNUAL OPERATING COSTS-
This should simply equate to the figures provided at (2A) x (3) plus those annual costs
for those items shown at (1B-E).

(5) Please provide as a minimum the TOTAL INCOME received but preferably broken down
into quantity of licenses issued to accredited landlords at £x per licence, issued to
non-accredited landlords at £x per licence, early bird at £x per licence .
Additionally quantity of licenses reissued due to change of ownership along with details
of any other income received including TEN notices.

If you are unable to provide the information in CIPTA format please provide the information you have already compiled with supplementary information that provides as near as possible the information requested and to comply with exemption limits:-

(i) a lump sum of all consultation, set up and exit costs including redundancy or retraining
costs.
(ii) a lump sum of the 5 year project operating costs for each of those items detailed at
(1B-E).
(iii) a detailed , preferably annual expenditure for each personnel employed directly or indirectly calculated from (item 2A multiplied by item 3).
(iv) a lump sum of income received.

Could you also provide an estimate the number of abortive visits made over the duration of
the project , the accumulated lost time and what income if any was recovered .

We have now considered your request and a copy of the information is
attached and below.

 

Please note that some of the information is exempt under section 40 of the
Act and cannot be provided.

 

Section 40(2) (personal information) allows a public authority to withhold
information if its release would contravene the principles of the Data
Protection Act. This exemption has been applied to the individual salary
details of specific officers. This is because they are junior officers and
not part of the strategic decision making process of the local authority.
The members of staff would not expect to have their individual details
released into the public domain and the local authority has a duty of care
in this respect. In addition, the team you are enquiring about is a very
small one, consisting of 3 officers. Because the team is so small,
releasing this level of information into the public domain could identify
individuals together with their personal salaries.

 

We have, however, provided the total cost of salaries for each year of the
scheme and we trust you find this helpful.

 

The information supplied may be used for domestic or journalistic
