Trusted Trader Scheme

We're waiting for Andy Topliff to read recent responses and update the status.

Dear Derbyshire County Council,

Please can you let me know how many companies had there membership of trusted trader scheme revoked, suspended and refused (application) in 2016, 2017, 2018 and 2019.

Also in this period how many people requested a company had its membership revoked. And following request how many memberships were revoked.

The response to your request is as follows:

 

Derbyshire County Council does hold the information requested in a
recorded format. However, it would take the authority over 18 hours to
locate and extract the requested information.  Section 12 of the FOIA
provides an exemption from a public authority’s obligation to comply with
a request for information where the cost of compliance is estimated to
exceed the appropriate limit.  It is estimated that the cost of providing
you with the information above will exceed the amount to which we are
legally required to respond i.e. the cost of locating and retrieving the
information exceeds the “appropriate level” as stated in the Freedom of
Information and prescribed by The Freedom of Information and Data
Protection (Appropriate Limit and Fees) Regulation 2004 SI 2004 No 3244. 
In the case of a local authority service, the appropriate limit is £450
which has been calculated to equate to a total of 18 hours of work. If any
part of the request exceeds the fees limit then Section 12(1) of the
Freedom of Information Act 2000 is engaged and applies to the whole
request.

 

By way of explanation, in order to establish what information the Council
holds which is relevant to the final part of your request, there are 940
database entries each consisting of records of a number of communications
to consult and it would be necessary to examine each database entry and
then text records of telephone calls and email messages individually in
order to determine whether a consumer has made any form of statement that
they consider a particular trader should not be a member of the Derbyshire
County Council Trusted Trader scheme.

 

It would then take at least three minutes per record to locate and extract
the information and to produce a final figure.  Therefore, because
producing the information would take the Council in excess of 47 hours to
provide the information relevant to your question “in this period how many
people requested a company had its membership revoked”. I regret to advise
you that we are unable to comply with your request in this instance in its
present form.   We would, however, be able to answer your enquiry relating
to “how many companies had there membership of trusted trader scheme
revoked, suspended and refused (application) in 2016, 2017, 2018 and
2019”.

 

I would be grateful if you would confirm via our
[Derbyshire County Council request email] that a response only to question 1 is
acceptable.
