We have now completed a search for the information which you requested and
I confirm the Authority holds information relevant to the request.

Please see answers below corresponding with the numbers on your request.

1)   What is the maximum number of families you can make a payment by
results claim under the Troubled Families programme in Phase 2? 3,940

2)   How many Sustained and Significant PBR claims have you made to date?

2,342

3)   How many Continuous Employment PBR claims have you to date?

127

4)   Do you have an internal target for Continuous Employment PBR claims
by the end of the programme? If so what is your internal target for
Continuous Employment PBR claims?

No internal target, although we fully recognise the value of supporting
adults into work to improve family stability

5)   Do you have a strategy for helping people on your Troubled Families
programme find work? If yes please share it.  We have close working
relations with DWP/JobCentrePlus, and 3 Troubled Families Employment
Advisors (TFEAs) are seconded to work with the West Sussex partnership

6)   Do you fund specific positions through your Troubled Families
programme money? If so please provide details of which positions are
funded through the Troubled Families money.

A Keyworker service (40-50 staff) was set up, part-funded by TF programme
money.  This arrangement continues, although the keyworkers have since
been integrated into a local Hub delivery system across West Sussex

7)   Does your Troubled Families team work with your SEND team in order to
achieve Sustained and significant progress PBR claims? If so please
outline any mechanisms you have for this.

We have SEND Champions in each hub and a post that works across SEND and
our Integrated Prevention & Earliest Help (IPEH) service, to ensure that
all of our work is joined up

8)   What was your council’s overall spend for 2017/18 on Young Carers
provision both in £ and as a % of your councils overall budget for
Children’s Services.

£168,000; 1% of Children’s Services budget

9)   Does your Troubled Families team work with your Young Carer provision
in order to achieve Sustained and significant progress PBR claims? If so
please outline any mechanisms you have for this.

As above – Young Carers are part of the IPEH make–up, and therefore are
part of our service

10)               What was your council’s overall spend for 2017/18 on
Interpretation and Translation services, both in £ and as a % of your
councils overall budget?

£282,000; 0.05% of whole Council net budget

11)What was the average hourly rate for face to face Translation you were
charged in 2017/18? For clarification this average hourly rate should
include both the cost of the translation as well as any admin fees and
travel expenses related to the translation.

There is a standard rate of £40 per hour from our current provider; travel
time/costs typically cause this to double on average.

12)What % of your Troubled Families cohort are non-English speakers?

Around 8% of individuals within the families worked with under TF in West
Sussex have been recorded as having EAL (‘English as an Additional
Language’) status.  This does not necessarily mean they do not speak
English at all, but it is not their primary or first language.

13)Does your Troubled Families team have a specific strategy for working
with families where they do not speak English well? If yes please share,
including if your TFOP includes an outcome for families where adults have
successfully improved their English language skills

We will support families on a case-by-case basis, having due regard to
their needs.  There is no specific provision in our TFOP regarding English
language skills.  However, we have specific programmes for working with
Syrian refugee families and Unaccompanied Asylum Seeking Children.
