Travel via personal conveyance

Response to this request is long overdue. By law, under all circumstances, Driver and Vehicle Licensing Agency should have responded by now (details). You can complain by requesting an internal review.

Dear Driver and Vehicle Licensing Agency,

Can you please clarify the position regarding the statement -

"There exists a common law right to travel via personal conveyance, without licence, road tax, MOT, or insurance being required. In legal terms, 'driving' is a commercial activity and travelling via privately owned personal conveyance' is an inalienable right".

I ask because the Road Traffic Act 1988 Section 87 states -

Drivers of motor vehicles to have driving licences.

(1) It is an offence for a person to drive on a road a motor vehicle of any class [F1 otherwise than in accordance with] a licence authorising him to drive a motor vehicle of that class.

The above statements seem to contradict each other, or is there a legal difference between a "Driver" and a "Traveller"?
