Travel : Mode-shift data and progress Reports

Response to this request is long overdue. By law, under all circumstances, West Midlands Combined Authority should have responded by now (details). You can complain by requesting an internal review.

Dear West Midlands Combined Authority,

I was reminded recently of the Mayor and WMCA's commitment to achieving 5% trip rates by cycle by 2020. So I'm interested in understanding progress in mode-shift for each of the modes within the last 5 years.

Can you please let me have your reports on trip rates by mode, for each mode, over 2016-2020 either
a) for each year in the period preferably (assuming there's some kind of annual reports produced) OR
b) just the reports for the start and end periods if intervening annual reports are not readily available.

If formal reports weren't published, I'll go with whatever data tables you've provided to the mayor 's office and transport delivery committee, etc. by whatever period they are produced.

Dear West Midlands Combined Authority,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of West Midlands Combined Authority's handling of my FOI request 'Travel : Mode-shift data and progress Reports'.

Not only was the response late, but my request specifically related to data and/or reports on 'mode-shift' progress the WMCA is committed to. However the response signally fails to provide any data or modelling on mode-shift. Instead trying to fob me off with some random 'snapshot' figures that don't even address trip-rate data and which are internally inconsistent (ie they don't add up) so are useless as any measure of mode-usage never mind mode-shift.

It is not credible that an organisation like WMCA, with the resources available to it, has failed to develop any professional reporting on trip rates and mode-change achievements over the last 5 years, given every other major transport region is producing and publishing achievements - and ambitions for the next decades.

I have to say it crossed my mind that the reports and data are being hidden to protect WMCA s from embarrassment at ineffectiveness in delivery of its stated targets. But it may be that someone just did a poor job of responding.

Can you please get the information and provide at your earliest convenience.

I'd want to raise a formal complaint in WMCA about your handling of my FoI request,

Not only was the response provided meaningless in regard to the question, but it is not credible that information on mode shift achievements (or failures?) is not readily available within some inner circle of the WMCA.
And of course neither original request nor review-request has been responded to in the time frames required by statute.
