Dear Transport for London,

In respect of your wholly owned subsidiary Transport Trading Ltd and their charges to the London Borough of Lambeth could you please provide the following;

(1) For the years 2015/16 and 2016/17, please supply copies of each invoice and any supporting information that were sent to Lambeth. I am expecting eight main quarterly invoices of around £3.2m in value, any supporting information that was sent with those main invoices plus any additional smaller invoices sent.

(2) Please supply a link to/copy of the contract/service level agreement or other document under which these invoices to Lambeth (and presumably other councils) are being made

(3) For each of the years 2015/16 and 2016/17 please supply a summary of the total cost charged by concessionary fare type with a break down of zone usage or similar. Any standard breakdown that is used internally will suffice

(4) Please supply a list of key variables that are recorded for (a) each journey and (b) the individuals taking those journeys For (a) 'journey' I am expecting to see something like concessionary fare type, date of journey, time started, time finished zone start, zone finish etc. For (b) 'individual' I am expecting to see name, date of birth, home address etc.

(5) For each of 2015/16 and 2016/17 the total instances of concessionary fare fraud that were detected in relation to Lambeth residents.

required to spend determining whether we hold the information you are

confirm that we hold some of the information you require. You asked:

I can advise that Transport Trading Ltd did not issue any invoices to the
London Borough of Lambeth in 2015/16 and 2016/17.

 

TfL issued one consolidated invoice regarding concessionary fares to the
organisation “London Councils” for all borough payments, which is provided
below:

Please supply a link to/copy of the contract/service level agreement or
other document under which these invoices to Lambeth (and presumably other
councils) are being made.

 

As mentioned previously, we participate with the London Councils rather
than individual local authorities; attached are copies of our
concessionary fares annual agreements with London Councils for 2015, 2016
and 2017/18.

 

Please note that in accordance with TfL’s obligations under the Data
Protection Act 1998 (DPA) some personal data has been withheld, as
required by section 40(2) of the FOI Act. This is because disclosure of
this personal data would be a breach of the DPA, specifically the first
principle of the DPA which requires all processing of personal data to be
fair and lawful. It would not be fair to disclose this personal
information when the individuals have no expectation it would be disclosed
and TfL has not satisfied one of the conditions of Schedule 2 of the Data
Protection Act which would make the processing ‘fair’.

In accordance with section 21 of the FOI Act, we are not obliged to supply
you with a copy of the requested information as it is already accessible
to you elsewhere.

 

For each of 2015/16 and 2016/17 the total instances of concessionary fare
fraud that were detected in relation to Lambeth residents.

 

It is an offence for an individual to fraudulently use a concessionary
pass which they are not entitled to. Our enforcement system reports on the
total number of transferred passes, rather than the specific type of
concessionary pass that has been used fraudulently.

 

The London Councils organisation manages the Freedom Pass scheme on behalf
of the capital’s boroughs. Details concerning the misuse of Freedom Passes
detected by our Revenue Protection Inspectors is provided on a weekly
basis to the London Councils, although not classified by individual local
authority. Therefore, we do not hold this information in the requested
format.
