Transport Penalty Tribunal bus lanes adjudication joint committee

Dear Manchester City Council,
The Transport Penalty Tribunal purports itself to be independent, and by implication neutral in its decision making.

I came across this internet site..

which seems to show that the appointment (and selection?) of adjudicators is associated with the Manchester Council. I wish to know what safeguards are in place such that the selection, employment, and security of tenure of post in the case of selected adjudicators making decisions that are adverse to the interests of councils are divorced from councils.

I also wish to know what the composition of the committee deciding on adjudicators is with regard to connection with any council in their other employment, i.e does the committee consist of members that are otherwise employed by councils or have other connections with councils.
