Thank you for your Freedom of Information request to the Department
dated 2 March 2018 regarding payments to NSL.
In considering your request on behalf of the Department I have determined
that the information requested falls under the aegis of the Environmental
Information Regulations (EIR) 2004, as opposed to the FOI Act 2000.

The Department has contracted NSL Services Ltd (NSL) as the Northern
Ireland service provider for parking enforcement and car park management
services. Payments to NSL are based on agreed contract rates across a
wide range of activities that make up the parking enforcement and car park
management services contract e.g. the amount of hours that Traffic
Attendants are deployed carrying out parking enforcement patrols. It is
important to point out however that there is no rate nor are there any
payments made for PCNs issued.
 
 
If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to:
