Transport For London Buses In Box Junctions

Transport for London did not have the information requested.

Dear Transport for London,

I seek information regarding the illegal use of box junctions by contracted Transport for London buses in all instances across the last 12 months of buses caught on cameras contravening the code of use of box junctions and what action was taken against the company and the relevant driver .

If action was taken ,I need to know the final outcome of this action.

I need the information asap for 1) London as a whole 2) specifically for the box junction at Battersea Bridge Road/Westbridge Rd/Parkgate Rd.

please note that I demand instances of when such TFL buses were stationary in box junctions not just the ones processed.

I note that you are now in breach of the FOI guidelines in terms of the time you have taken to yet respond to my request titled Transport For London London Buses In Box Junctions. I write this note on March 9th ,some 5 days after the date you were due to reply by - March 4th.

I still await your response and find it unacceptable not to have yet received a response to my request .I trust that I shall not have to wait much longer

Thank you for your email of 5 February 2011 regarding PCNs issued to buses
on the Transport for London Road Network (TLRN).  Please accept my
apologies for the delay in replying.

When Transport for London (TfL) issue a PCN for a contravention on the
TLRN the type of vehicle which has incurred the penalty is not recorded.
In light of this we are unable to state how many PCNs have been issued to
buses.  I would highlight however that there is no general exemption for
buses from the restrictions on the TLRN.

Thank you for your above reply,I do however find it extremely difficult to accept that a public body such as Transport For London keep no records as to the financial cost that they incur for traffic offences - surely this cannot be good company practice .If you are not the person who can give me this information I would appreciate it if you could provide me with someone who can immediately as you are already late in your response to the original request.

Why not ask TfL to provide an XLS spreadsheet list of PCN's issued to companies operating bus services in London?

They can quite easily search their PCN database for box junction contraventions, and then search the results for each of the maybe 20 bus companies.

You could also ask for this XLS data to include date, time, location, whether paid in full or at discount, whether any appeal made, accepted or rejected, any PATAS cases, any Charge Certificates etc.

As a general rule, the recipient details are protected under privacy considerations, but if TfL try this, you can argue the public interest overweighs this.

You might mention this point at the outset.

Thank you for your email.

Bus services operated by Transport for London are contracted out to
private companies. Therefore the actual buses are owned by the private
organisations. If a Bus incurs a PCN on the Transport for London Road
Network the penalty is sent to the registered keeper of the vehicle, i.e.
the private company. The organisation is then liable for payment of the
penalty. In light of this TfL are not responsible for such PCNs and
therefore do not have to make payment of such penalties. Therefore we do
not hold this information.

Irrespective of this, as previously stated when TfL issue a PCN we do not
record the type of vehicle which incurred the penalty. Therefore we are
unable to state how many PCNs have been issued to buses, irrespective of
who the registered keeper may be.
