SVD got the commitment 3 years ago. 18% of Smart Motorways have SVD fitted.

What 18%
On what date was it fitted to each?
Mr Wilson, present, told a 2016 hearing SVD would be standard on smart motorways going forward.

which smart motorways had SVD fitted as standard roll out since the 2016 hearing and which have not and why not?
Mr Sullivan said the system would be fitted in 2020.

In 2016 Mr Wilson implied SVD would be retrofitted.

Since the 2016 hearing, which smart motorways had SVD fitted retrospectively which have not and why not.

Mr Sullivan said it has not been worked out how to retrofit the equipment.

Who is the equipment supplied and who tendered and how was the supplier chosen.

Thank you for your request for information regarding SVD implementation on
smart motorways dated 28 October 2019. I am dealing with it under the
terms of the Freedom of Information Act 2000.

 

In response to your request, our trials on the M25 have shown that a
stopped vehicle detection system can be a valuable extra tool to help spot
incidents more quickly, and the technology is being designed into all the
smart motorway projects that we start constructing from next year (2020). 

 

Meanwhile we are looking how we could provide the same benefits on all our
other recently opened smart motorway upgrades and work on installing a
stopped vehicle detection system on the M3 smart motorway in Surrey and
Hampshire is already underway.

 

1 SVD got the commitment 3 years ago. We have fitted the M25 Junction 23
18% of Smart Motorways have SVD 70 Junction 27, and M25 Junction 5
fitted- what 18% to Junction 6 as all lane running
schemes. This is approximately
28.4 miles.
2 On what date was it fitted to each? The M25 Junction 5 to 6 was fitted
in March 2016

The M25 Junction 23-27 was fitted
in April 2018
3 Which smart motorways had SVD fitted None of our smart motorways have
as standard roll out since the 2016 had stopped vehicle detection
hearing and which have not and why fitted as a standard roll out
not since the 2016.

However, all Smart Motorways yet
to start construction have now had
SVD designed in as a standard
feature. The M3 J2-4a is the first
scheme to have a retrofit of SVD
installed.
4 Which smart motorways had SVD fitted The M3 J2-4a is currently
retrospectively which have not and undergoing a programme to retrofit

5 Who is the equipment supplied and who The M25 installations utilise
tendered and how was the supplier Navtech’s Clearway scanning Radar
chosen. product.  The technology was
narrowed down from viable
suppliers at the time of trial,
and procured through existing
procurement arrangements within
Highways England.  Extensive
research was carried out to
understand the market capability
to achieve our requirements.

we are not able to release any
information about tendering
process or award of contract, as
this is commercially sensitive.

 

 

The due date for issuing a response is 25 November 2019.

Dear Smart Motorways,
I believe I need this to be reviewed.
A contradiction arose during the committee hearing. The Highways Agency has previously said SVD will be fitted from 2016. But this is not possible. This was not conveyed to the committee.
The commercial interests cannot apply to all aspects of the tender. The information I request under the Act must not be withheld and the Department for Transport 29 November 2019 wrote our colleagues at Highways England might have the information you have requested
