Dear Liverpool City Council,

Can you please supply the following information via this FOIA.

1. How many adults use in house transport (1) Learning Disability (2) Elderly

2. How many adults who use in house transport have been assessed through the Fairer Charging policy the council operates to guarantee that the effect of paying for transport wouldn't push their income below a certain level”. (1) Learning Disabilities (2) Elderly

3. How many people after being assessed by LCC do not pay for transport.
(1) Learning Disabilities (2) Elderly

4. How many people after being assessed by LCC continue to pay for transport (1) Learning Disabilities (2) Elderly

5. Did Liverpool City Council inform all people who use in-house transport the assessement was available to them.

6. When did Liverpool City council inform parents/carers/services users the assessment was available to them.

7.How did Liverpool City Council inform parent/carers/services users they could be assessed, if by letter please supply copy of dated letter with this FOIA. If not letter please tell me other method.

8. Please supply me with the dates when the assessments started / finished.

9. Please supply me with the dates not charging for transport came into effect, year / month.

10. Are Liverpool City Council still assessing service users via the Fairer Charging policy to access transport.

11. Did Social Workers carry out the assessments.

Dear Karen Hellon,

We have established Transport charging is non-means tested & the Council has to work with in Government’s Fairer Charging guidance.

How does the financial assessment team identify if the transport charging is bringing the client below the minimum income guarantee once transport charging has been applied

How does the city council check their calculations to identify that the clients income doesn't fall below the minimum income guarantee.

How often is the financial circumstance of the clients checked by LCC once charging have been applied

You say this is done automatically - what does this mean.

How often are the clients financial circumstances assessed to keep the system up to date and identify if they are falling below the minimum income guarantee.

How many clients have been contacted by LCC/financial team saying we believe you are dropping below the minimum income guarantee and the transport fees have been removed.

How/when did Liverpool City Council make the clients aware if they were in financial difficulties they could be assessed and the transport wasn't a blanket charging but flexible and could be removed.

How many clients who have not been assessed use the services and do not pay.

How many clients who refuse to pay and still use all the services.

The finance department have not been sending invoices to clients re transport putting clients into arrears

*can you please given an explanation as to why invoices have not been sent out some from 2012.

*when will this be rectified.

*will the client be given time to pay arrears.

The Clients who have never paid for services will you be asking for full back payments.
