Transparency in UKRI Digital Recruitment

We're waiting for Peter Jones to read recent responses and update the status.

Dear UK Research and Innovation,

Under the Freedom of Information Act I require further information with respect to the recent employment of a consultant by UKRI Digital under the authority of the Chief Technical Officer (who was formerly Director of IT in Innovate UK). I understand that this consultant's employment commenced in July 2018.

Is it true that this consultant is married to a colleague of the CTO who works in InnovateUK? If so, what evidence is there that appropriate steps were taken to ensure that Cabinet Office guidelines on cronyism were followed?

With regards to the position that the consultant was hired to fill:
How long was it advertised for?
How many applicants were there?
How many interviews were held?
What unique skills does this consultant have that no other UKRI employee has that could justify their employment?
What is the length of this consultant's employment contract?

How much is this consultant paid each day?
What agency was the consultant employed through or has he been employed directly?

By way of comparison, what is or was the previous most recently employed consultant in UKRI Digital paid per day?

Yours faithfully,

Peter Jones

Dear UKRI FOI Requests,
I have been reviewing your response to my FOI and your response to Mr Peter Black's FOI.

I am absolutely horrified. This reads to me as a summary something like

Husband of person in Innovate needs a job
Senior colleague in Innovate offers said colleague's husband a job
Person appointed with no oversight or scrutiny - because I can see that the 'formal' interviews quoted in the response to me are now 'informal' in the response to Mr Black

But this is using public money and is therefore open to public scrutiny and begs the following questions.
What were the interviews about? Please send me under the FOI Act the full email trail requesting Nicola Canale and Maurizio Fantato to interview the candidate. This should including any emails copied in as part of the email conversation or 'email trail'.

The issue of seniority is also important. I request that you publish Nicola Canale's grade as an Associate Director. As this is public money I also request under the FOI Act for the Chief Technology Officer's grade and salary range to also be published. The public nature of this appointment, the Chief Technology Officer's role in this, the need for transparency, coupled with the seniority of the Chief Technology Officer means that you cannot justifiably use a Section 40(2) exemption as the exact figure is not being requested, only the salary range. A director level employee in the public sector paid with public money could expect to have their grade and salary range published The ICO has already ruled in this area and I am happy to lodge a review and a referral to the ICO's office on this matter.

Please also send me a copy of the email notifying the Chief Technology Officer that my FOI had been received as well as a copy of the first email from the FOI officer notiying their superior that this had been received.

Lastly please let me know how soon before the appointment of this contractor was any other contractor working for the Chief Technology Officer's team released from their role?

Yours sincerely,

Peter Jones
