Thank you for your information request dated 24^th March 2018. I can
confirm that we do hold the requested information. The request has been
considered under the Freedom of Information Act 2000.  The response to
your request is as follows:

 

How many children still had statements of SEN on 23/12/2017?

Data given to the Department for Education as part of their monitoring
with all Local Authority’s in relation to Local Authorities duties in the
conversion of statements to EHC Plans:

·        As of 13 December 2017 the figure outstanding was 1499.

·        Of these, 327 drafts were with parents and expected to be
finalised within approximately 30 days from that date.

·        53 were in the Quality Assurance checklist process and to be
issued within a week.

·        387 were ready to be or being drafted with all advice received.

·        732 conversion processes started with advice being sort.

 

 

How many children have yet to receive a finalised EHCP on 01/04/2018?

This was a bank holiday, data generated as at 3 April 2018:

 

As of September 2014 Derbyshire had approximately 3,500 statements of SEN
that needed to be converted to EHC Plans (or ceased where appropriate).

All Statements of SEN were converted to draft EHC Plans (or ceased where
appropriate) by the 31^st March 2018. The draft EHC Plans were all sent to
parents by 31^st March 2018. As at 3^rd April 2018 there were 136 draft
EHC Plans that were unable to be finalised due to parents raising queries,
asking for amendments or for a meeting with a Local Authority Officer. We
are working with parents as quickly as possible to finalise these draft
EHC plans, however, we have taken the decision to work with parents on
these where they have raised queries rather than to finalise them just
because they are past the 31^st March 2018 deadline.

Derbyshire County Council does not hold this information. We would have
only ‘commissioned’ from an Independent Practitioner if directed to do so,
for example as part of a Tribunal case or if we felt we needed to as part
of a Tribunal case.
