The RCoP document has been well known for some time and does NOT invalidate the interim protocol (http://www.england.nhs.uk/wp-content/upl...). The interim protocol was created with the RCoP and appendix 9 of the interim protocol states:
This document should be used in conjunction with the UK Intercollegiate Good Practice Guidelines for the Assessment & Treatment of Adults with Gender Dysphoria and is cross-referenced to its relevant sections. It should be interpreted and implemented in a manner that is consistent with the UK Intercollegiate Good Practice Guidelines. This document is not intended to be exhaustive in content; issues not covered in this document should be managed in accordance with the UK Intercollegiate Good Practice Guidelines.

The request obtained a copy of the Royal College Of Psychiatrists document CR181: "Good practice guidelines for the assessment and treatment of adults with gender dysphoria" ( http://www.rcpsych.ac.uk/files/pdfversio... via http://www.rcpsych.ac.uk/usefulresources... ) which is worth reading in full because it is a progressive transgender treatment protocol produced by Professor Kevan Wylie, Dr. Russell Reid, Dr. James Barrett, Professor Richard Green, Mr. Tim Terry and others. It was approved in Dec 2012, published in Oct 2013 and invalidates the transgender treatment protocol produced by the Gender Identity Clinics in London, Nottingham, Leeds and Sunderland ( http://www.wlmht.nhs.uk/gi/gender-identi... ) in which the draft was published in Sep 2013 before final publication in Jan 2014 and which invalidates the Mon 28 Oct 2013 interim transgender treatment protocol produced by NHS England and covering the Gender Identity Clinics in Exeter, Leeds, London, Newcastle, Northampton, Nottingham and Sheffield ( http://www.england.nhs.uk/wp-content/upl... ).
In summary, Dr. James Barrett has been involved in three transgender treatment protocols: one through his association with the Royal College Of Psychiatrists, one through his association with NHS England and one through a cadre of Gender Identity Clinics in England. However, the progressive transgender treatment protocol, produced in collaboration with Dr. Russell Reid, provides case law which invalidates the other two.
