Dear Kieran
My name is Patricia Weir. My eldest is doing the transfer test in November/December. He has a disability and as his parent I want to know the outcome of the EQIA that you have done for children like him given the school closures. Hardly an unreasonable request I don't think?

Furthermore, just because I have the same surname as your Minister hardly means I am not a real person! It is a common enough name in Northern Ireland for Pete's sake!

Thank you for your e-mail requesting a copy of the Equality Impact Assessment in relation to Year 6 children sitting the transfer tests in 2020.

I can advise you that the transfer tests have not been regulated by the Department since 2009 (the last 11+ tests were sat in November 2008). The tests are now the responsibility of the two test providers AQE Ltd and PPTC Ltd who provide the results of their tests to those schools who wish to use academic selection as part of their admissions criteria. This is a private arrangement. The transfer tests are not Departmental policy and the decision about running the tests this year is solely one for the providers. In these circumstances, the Department does not consider an Equality Impact Assessment is necessary. The decision on whether or not to use the results of the tests is a matter for individual selective schools and you will be aware that a number have suspended the use of academic criteria for this year. Those schools will publish their alterative admissions criteria later this year.

If you are unhappy with the level of service you have received in relation to your request, you may ask for an internal review within two calendar months of the date of this e-mail. Please write to the Departmental Information Manager, Rathgael House, Balloo Rd, Bangor, BT19 7PR, or send an e-mail to [email address], if you wish to make a complaint.

If you are not content with the outcome of the internal review, you have the right to apply directly to the Information Commissioner for a review of our original decision. The Information Commissioner can be contacted at:
