Dear Department for Education,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Department for Education's handling of my FOI request 'Transfer of Gloucester Academy to the White Horse Federation'.
Why have the names of individuals been redacted from documents when their roles have been left in? A simple google reveals these names and so the redaction is wrong. As these are professional people discussing their work why would their names, available in the public domain, be removed?
I find it baffling that whilst you have removed some names from documents - you have kept in the amount from a settlement agreement in the response.
With regards to the Public interest test "The disclosure of parts of the Sponsor Template and Headteacher Board
papers, which contain analysis, future plans and judgements from both the
department and third parties, would be hindered and the quality and range
of free and frank advice and exchange of views for the purposes of
deliberation would be compromised. This would inhibit the formulation of
informed and well-considered decisions and could reduce the benefits of
local intelligence of specific issues faced by schools in the region. The
papers also contain financial information. Releasing this information could
damage system relationships, undermine trust and ultimately lead to less
transparency, diminishing the department’s ability to provide free and frank
advice to its leaders. "
These discussions happened 5 years ago and were minuted - what was the purpose of creating these documents if not to aid in transparency? I find your PIT to be unbalanced and one sided - I would kindly ask that you reconsider the release of these documents.
