Transfer of EA waterways to C&RT

Dear Department for Environment, Food and Rural Affairs,

I refer to the he Environment Agency and Canal and River Trust (the Trust) joint working group set up in February 2016 to consider the long delayed transfer of EA-managed river navigations to the Trust.

I further refer to the Trust's chief executive, who is on record as stating that a joint proposition would be put to Defra before Christmas for a 'yes/no' regarding transfer.

However, I also note information relating to this joint working group has been withdrawn from the internet and no announcement has been made regarding the transfer.

Please provide via whatdotheyknow.com, all recorded information held (since February 2016) regarding transfer of EA waterways to the Trust.

I am writing to request an internal review of Department for Environment, Food and Rural Affairs's handling of my FOI request 'Transfer of EA waterways to C&RT'.

I refer to the Memorandum of Understanding between the Secretary of State and Canal & River Trust section 12.1 and Annex 3 which has been in place for several years. This request relates solely to implementation of government policy as described in the MoU (i.e. the Transfer of EA Waterways to C&RT).

I would like the reviewing officer to -

1. Confirm that 35(1)(a) is not engaged (as the request relates to implementation of policy rather than formulation).

2. Provide me with the information to which I am entitled.
