Transactions over £25,000 from October in machine readable form

However, I notice that you haven't published any spending data in machine readable form since September.

We understand that due to the COVID-19 pandemic it may not have been a priority to publish your spending data. However, we strongly believe that the spending data is critical to understanding how Government functions and this data is vital for our work. We would be extremely grateful if you could update this information as soon as reasonably possible.

I'd like to make a request under the Freedom of Information act for all transactions over £25,000 from October to at most a month in arrears from the date at which you publish in response to this request.

Please provide the data in a machine readable format (preferably csv). As a minimum, please make sure to include the date, value and recipient of each transaction. Please also provide details on the procurement category of each transaction if you have it.

On 20th March, I sent you a FOI request for your expenditure over £25,000 from October to present. It was allocated the reference 648.22 23.

On 29th March, you refused my request citing Section 21 of the FOI Act as grounds for an exemption. In the meantime the data is still just in PDF, not in machine readable format.

However, the guidance for publishing spend data for government departments states:
2.10 Spend is to be published one month in arrears, ie by the last working day of the month following the month to which the data relates. If the data is available before the end of the month, it should be published as soon as the department has cleared it for release. This data is to be published in individual monthly files.
2.11 You should not hold up the publication of your data where you have unresolved individual queries. You should publish the cleared data within the publication timescales, and amend the data at a later date if necessary. See section 2.5 for further detail on applying redactions to the data.

This means that the data requested should already be published. For this reason, I would like to request an Internal Review of the initial response to my Freedom of Information request.

345.22-23- Internal Review of 261.22-23

We write further to previous correspondence concerning the above-referenced Internal Review Request submitted on 23 May 2023.

In compliance with this request for Internal Review, a deadline of 20 working days is set to provide a response. This means that the original due date was Today 21 June 2023.

Further to this deadline we have to inform you that we require further time to consider your Internal Review in accordance with the Freedom of Information, Code of Practice, paragraph 5.5:

5.5 If an internal review is complex, requires consultation with third parties or the relevant information is of a high volume, public authorities may need longer than 20 working days to consider the issues and respond. In these instances, the public authority should inform the applicant and provide a reasonable target date by which they will be able to respond to the internal review. It is best practice for this to be no more than an additional 20 working days, although there will sometimes be legitimate reasons why a longer extension is needed.

Your internal review is considered to be complex and therefore, requires more time to consider and respond to. As provided under paragraph 5.5, we are informing you of this need for further time in light of the original due date for response. The new reasonable target date would need to incorporate the full additional 20 working days meaning a response would be due by 19 July 2023. We may be able to respond before this date and if this is possible, we shall of course do so.
