Thank you for publishing your spend data here: https://www.bradfordhospitals.nhs.uk/our.... However, I notice that you haven't published any spending data since January 2018.

I'd like to make a request under the Freedom of Information act for all transactions over £25,000 from January 2018 at most a month in arrears from the date at which you publish in response to this request.

Please provide the data in a machine readable format (preferably csv). As a minimum, please make sure to include the date, value and recipient of each transaction. Please also provide details on the procurement category of each transaction if you have it.

I am writing to request an internal review of Bradford Teaching Hospitals NHS Foundation Trust's handling of my FOI request 'Transactions over £25,000 from January 2018'.

On 24 August 2018, I sent you an FOI request for your expenditure over £25,000 from January 2018 to present. I never received a response beyond an acknowledgement.

The guidance for publishing spend data for government departments states:
2.10 Spend is to be published one month in arrears, ie by the last working day of the month following the month to which the data relates. If the data is available before the end of the month, it should be published as soon as the department has cleared it for release. This data is to be published in individual monthly files.
2.11 You should not hold up the publication of your data where you have unresolved individual queries. You should publish the cleared data within the publication timescales, and amend the data at a later date if necessary. See section 2.5 for further detail on applying redactions to the data.

This means that the data should already be published. For this reason, I would like to request an Internal Review of the initial response to my Freedom of Information request.

You have shown no acknowledgement to my request that you review the data you have provided me as it was dated on the last days of each month. I cannot find any trace of this request on the 'whatdotheyknow' website so I am unable to see the full chain of email correspondence from the start of the request. However, your previous email said "I would like to review the data you have provided as it is all dated on the last days of each month." so I presume the data has been provided to you again, in good faith, so that you can review it. Your email did not say you wanted us to review it which is perhaps where the misunderstanding has occurred.

I have asked our finance department about the data and they are going to liaise with NHS Shared Business Services and seek clarification on the dates for you.

Dear "Spend Network",

I am sorry you did not receive our original response. We have queried the data on the expenditure report with NHS SBS and received clarification on the dates. It records detail of when the transaction was recognised in the accounts and not the exact payment date, hence the dates being on the last days of each month. The Treasury has validated this approach used by NHS Shared Business Services and the report is compliant with the requirements set out for expenditure reporting.
