Please provide information on the following:

What is the council policy regarding communications sent by employees to service users?

Does the council have instructions which are issued to employees which cover what is acceptable in terms of their conduct when responding to service users?

Does the council advise employees that they can lie, deny and cover up matters where council employees have acted unlawfully, abusively, or with mendacity?

Do council employees have permission, or instructions, to subject service users to harassment?

In cases where people have complained is it the council policy to treat these individuals with abuse, mendacity and unlawfully?

Council employees engage in Misconduct in Public Office, which is a criminal offence. Does the council instruct employees to adopt this method in the course of their work? Has any employee been the subject of investigation for their unlawful conduct? What was the outcome?

What training do employees have in relation to laws surrounding racism, Disability Hate crime, The Equality Act 2010, Misfeasance, Malfeasance and harassment?

What are the criteria for employees to treat service users unlawfully? Are certain individuals targeted for this treatment? Is it the custom to treat all service users in this way?

Dumfries and Galloway Council are refusing this request for a review under Section 14(1) as it considers the original request, and the request for review itself, to be vexatious due to the language used being abusive and inappropriate.

Dear FOI Responses,

Can we take it that Dumfries and Galloway Council has no knowledge of Article 10 of the Human Rights Act 1998? This enacts the right to Freedom of Expression. The content of all the posts was in no way, "abusive and inappropriate". Rather it was an accurate description of how Dumfries and Galloway Council treats people in its dealings with them. The council and its employees are abusive, mendacious, engage in harassment, Misconduct in Public Office, racism, Disability Hate Crime, Malfeasance and all manner of unlawful (and criminal) acts. There is hard evidence of this which will be posted online in the very near future.

It is the council who is vexatious and refusing to comply with the FOI Act here. It speaks for itself. It is time this cess pit of a council was held to account.

It is to be expected that this squalid council will use any excuse not to comply with the FOI Act. Having engaged in all manner of unlawful acts, it then declines to be accountable for these, or to provide information as requested. The information requested is valid and based on experience of an individual with this council. There is hard evidence available in support of the facts. The council considers itself unaccountable and above the law. It is very mistaken in this view.
