Dear Mr Bell-Walker, 
Thank you for your email of 20 December in which you requested the following information: 
“1.  Could  you  please  provide  the  total  number  of  Phase  1  and  Phase  2  recruits  and  the 
number  of  recruits  who  pass/fail  Phase  1  and  2  training  for  both  male  and  female  recruits 
over the last 5 years.  

2. Could you also provide the most recent promotion and LOS statistics for REME personnel 
within  the  LAND  Systems  Technician  Trade  for  Male  and  Female  soldiers  up  to  Warrant 
Officer Class 1   

3. Could you also provide the statistical chances from Phase 2 of being selected for Artificer 
training in the Land System Trade and summarise the selection process 

4.  Could  you  also  provide  an  indication  of  the  average  qualifications  a  Land  System 
Technician might achieve after a 24 year career.” 

You have also requested the following information on 20 December: 
“1)      the  current  and  known  future  physical  mandatory  tests  expected  from  a  REME  Land 
Systems Technician  (Male and Female) whilst in training and on progression to a Field unit 
(eg PFT, CFT etc) and the minimum frequency of such tests.  

2)  current and known future physical requirements on promotion course from LCpl to WO1 
for both male and female soldiers. 

3)    could  you  also  provide  a  career  map  for  those  progressing  within  the  Land  Systems 
Technician trade. 

I would be grateful for any information you are able to provide.” 
You have since clarified your request on 24 January with following request: 
“In  2  Could  you  also  provide  the  most  recent  promotion  and  LOS  statistics  for  REME 
personnel within the Land System Technician trade for Male and Female soldiers up to WO1. 

For clarification this includes Cfn, LCpl, Cpl, Sgt, SSgt WO2 and WO1 
It would be useful fi the format could be similar to that provided by DS Army  

I.e Showing  Average progression  to  given rank  and the  % chance of promotion  from  each 
rank. 

In 2) current and known future physical requirements for promotion courses LCpl to WO1 for 
both male and female soldiers.  
Could you please include whether soldiers who are unable to complete standard MATT2 but 
are  able  to  undertake  the  Alternative  Aerobic  Assessment  would  be  eligible  to  attend 
promotion courses/ promote in the REME”

Act (FOIA) 2000. A search for the information has now been completed within the Ministry of 
Defence, and I can confirm that the information in scope of your request is held and is below.

Notes/Caveats: 
1.  The  figures  are  for  Other  Ranks  Regular  Army  only  and  therefore  exclude  FTRS  and 
Gurkhas. 
2.  The figures are for Soldiers only: Officers and Officer Designates are not included. 
3.  The data may include personnel who have inflowed or outflowed more than once. 
4.  Some people who joined will not have had the opportunity to complete Initial Trade Training 
or become Trade Trained. 
5.  The  data  looks  at  a  cohort  of  those  that  joined  during  financial  years  2014-  2019  and  the 
number  of  those  personnel  who  have  become  Trade  Trained.  Some  of  these  personnel 
may not have become Trade Trained until financial year 2019/2020. 
6.  The Totals in Table 2 are mutually exclusive of those from the Intake cohort in Table 1 and 
of  each  other.  Table  2  includes  Untrained  Outflow  and  Gains  to  Trade  Trained  Strength 
during financial years 2014-2019, regardless of entry date. 
7.  Due  to  a  new  definition  of  Trained  Strength  being  introduced  in  October  2016,  it  was  not 
possible to differentiate between Phase 1 Training and Phase 2 Training prior to this date. 
Therefore, Trade Trained and Untrained Strengths only were used to maintain consistency.  
8.  Pass and fail is represented in this information as those who have become Trade Trained 
(Passed) and those who have Outflowed as Untrained (Fail). 

9.  The intake cohort  includes a population  of 20 people  who  inflowed by  Change of Service. 
This population may not be included in figures for published stats and therefore the figures 
may not be an exact match. 
10. Figures have been rounded to 10; numbers ending in “5” have been rounded to the nearest 
multiple of 20 to prevent systematic bias. 
11. Totals and sub-totals have been rounded separately and so may not appear to be the sum 
of their parts. 
In  response  to  question  two,  information  is  not  held  in  the  format  requested.  Please  note  that 
information is not broken down by promotion and LOS statistic by trade.  Please find attached the 
career progression information for REME soldiers, broken down by gender. 
In response to question three, the selection process is based upon the following criteria: 
•  Must be a Class 1 technician for two years prior to the board sitting 
•  Must have six years’ residual service remaining at the completion of Artificer training 
•  Must  have  Junior  Non-Commissioned  Officer  (JNCO)  Command,  Leadership  and 
Management (JCLM) 1 & 3 to board 
•  Must pass an employability board to be selected  
•  Must have a recommendation for promotion 
•  Must have a recommendation for Artificer training 
•  Must  have  a  Potential  Assessment  Board  (PAB)/  Potential  Artificer  Assessment  Board 
(PAAB) pass 
•  Must have completed Artificer science & maths 
•  Must be have a rank of LCpl to Sgt 
Please  see  below  the  overall  average  chance  for  all  Land  systems  for  the  previous  three  years. 
Please note that information on the percentage chance of being selected for Artificer training as a 
Land System Trade from phase 2 is not held.

In  response  to  question  four,  please  find  attached  spreadsheet  with  the recognised qualifications 
Land Systems technician might expect to achieve over a 24 year career. Alongside this they could 
also expect to reach at least Engineering Technician level and possibly Incorporated Engineering 
(IEngr) level with a Professional Engineering Institute.  
For second part of your request, in response to question 1 when enlisting into the Army, Recovery 
Mechanic  Technical  Support  (REME)  recruits  will  complete  the  Role  Fitness  Test  (Entry)  to  a 
specific standard. The Role Fitness Test (Entry) consists of 3 elements: Medicine Ball Throw, Mid-
Thigh Pull and a 2km Run. At the end of Basic Training (circa 14 weeks), and before commencing 
Trade Training, recruits will complete a Medicine Ball Throw, Mid-Thigh Pull (to set standards) and 
undertake a 6  mile loaded  march (carrying  15kgs). Once they  arrive in  their Field unit, they  must 
then  complete  Military  Annual  Training  Test  2  (Fitness).  This  consists  of an  8  mile  loaded march 
(known as the Annual Fitness Test (AFT)) and a 6-monthly gym assessment (known as the Soldier 
Conditioning  Review  (SCR)).  The  SCR  is  a  gender  and  age  free  strength  and  conditioning 
diagnostic tool. It uses a series of gym-based exercises to indicate the overall physical conditioning 
of an individual across all the components of fitness.  
In response to question 2, REME only use the Pass or Fail standards of the Annual Fitness Test 
(AFT).  Following  each  promotion/long  course  selection  board,  an  employability  board  is  run  for 
every  soldier  who  is  medically  downgraded  and  in  the  bracket  for  selection.  The  only  physical 

assessment used is if the soldier is able to complete MATT 2 by means of the AFT. This is based 
against the requirement to be fully MATTs compliant in order to attend Command Leadership and 
Management  (CLM)  courses.  Please  note  that  the  Alternative  Aerobic  Assessment  has  not  been 
used since 2017.

Systems Technician trade.

Notes: 
 
The statistics are based on averages based on seven years data ending March 2016. These averages are used to avoid small populations and the spurious rates that may result. The use of several years' data reduces fluctuations caused by one-off factors 
and a period of a changing economy. 
 
Caution should be exercised with regards to interpretation of these statistics. They are constructed from behaviour for Army personnel covering a number of contracts/ engagements. 
 
They form a statistical average for the Army and do not relate to the terms and conditions associated with any particular contract. 
 
The data in these tables cover periods when policy measures which influence career have been applied, for example, redundancy.
