Dear Greenwich Borough Council,

Please could you supply information on:

Training and Development Opportunities:
a. What percentage of employees participating in advanced training programmes or leadership development initiatives in the last 5 years were Black?
b. How does this compare to the participation rate of other racial groups?

Pay Equity:
a. Is there a difference in average compensation between Black employees and employees of other races in similar roles and levels of experience?
b. Provide examples broken down by race and spine point/ PO level.

Employee Exit Interviews:
a. Among employees who have left the company in the last 3 years, what percentage were Black?
b. What reasons did Black employees cite for leaving the company? How does this compare to reasons cited by other racial groups?

Structural Organisation:
a. Which department has the highest number of Black staff compared to other races, including figures?
b. Which department has the least number of Black staff compared to other races, including figures?

Could all numerical data be presented as both numbers and percentages, where possible, please?

Our response is as follows:

Training and Development Opportunities:

 a. What percentage of employees participating in advanced training
programmes or leadership development initiatives in the last 5 years
were Black?

The percentage of Black employees on apprenticeships that fall under the
Leadership category is 29%.

 b. How does this compare to the participation rate of other racial
groups?

This is higher as average as 23% of staff identify as Black.

 

Pay Equity:

 a. Is there a difference in average compensation between Black employees
and employees of other races in similar roles and levels of
experience?

Within the Council we use factor-based job evaluation schemes to evaluate
roles, ensuring that jobs of equal value are paid equally. Under the law,
people must receive equal pay for the same or broadly similar work; work
rated as equivalent under a job evaluation scheme; or work of equal value.

RBG uses a factor-based job evaluation scheme to evaluate roles, ensuring
that jobs of equal value are paid equally, regardless of their sex or any
other protected characteristic (such as ethnicity, disability etc.).

As such, we are confident that our ethnicity pay gap does not stem from
paying differently for the same or equivalent work. The small difference
in average pay is the result of the different types of roles and
professions that people undertake within the Council and the salaries that
these job roles attract.

The Ethnicity Pay Gap is

• 3.8% Mean
• 0% Median

 b. Provide examples broken down by race and spine point/ PO level.

Employee Exit Interviews:

 a. Among employees who have left the company in the last 3 years, what
percentage were Black?

In the last 3 Financial Years 940 employees left the RBG, 240 of them
(25.5%) were black.

 b. What reasons did Black employees cite for leaving the company? How
does this compare to reasons cited by other racial groups?

The top 3 specific reasons Black employees cited for leaving the RBG were:

1.    Promotion (12%)

2.    Leaving for a higher paid job (12%)

3.  Retirement (5%) / Career Change (5%) / Problem or dispute in the
Workplace (5%) / Family commitments (5%) / To work in a similar role
elsewhere (5%) /

 

Leaving for a career change was cited less often as a reason by Black
employees than by other ethnicities.

 

Structural Organisation:

 a. Which department has the highest number of Black staff compared to
other races, including figures?

The directorate with the highest number of Black staff compared to other
races is Health & Adult Services (39%, 169 employees),

 b. Which department has the least number of Black staff compared to other
races, including figures?

The directorate with the lowest number of Black staff compared to other
races is Communities, Environment and Central (11%, 87 employees).

Could all numerical data be presented as both numbers and percentages,
where possible, please?
